Short-term benefit advances are not a specific benefit or separate scheme like the Social Fund and the process reflects this. They are an advance of the claimant’s benefit. Where the claimant tells us they are in financial need (either at the start of their claim or those who have had a change of circumstances resulting in a significant increase in their benefit) then DWP staff will consider a short-term benefit advance where appropriate. This will most commonly happen at the new claims stage when staff are discussing with the claimant what will happen next. DWP endeavours to pay any benefit due where possible, and in many cases this is happening.

My Department has had numerous discussions with the Department for Work and Pensions and local authorities about the reforms to the social fund which were introduced on 1 April 2013, which include the introduction of short-term benefit advances.
DWP are monitoring the new arrangements and issues raised with them by local authorities, and have issued their staff with additional guidance and provided local authorities with further information (including more detail on the Short Term Benefit Advance rules and processes).

Through the PAAG, DEFRA officials met with representatives from classified websites. Further meetings are planned, as well as the provision of guidance to the sector and potential buyers.

The proportion of self-employed new jobs at UK level advertised on the Universal Jobmatch website between the dates of 19 November 2012, when the service was introduced, and 31 March 2013 was 13.7%. The proportion of self employed new jobs advertised for the Makerfield parliamentary constituency over the same period was 33.4%.

The teacher recruitment campaigns have contributed to the successful recruitment of the required numbers of entrants to Initial Teacher Training (ITT) in the last eight years. Full evaluations of the campaigns have been completed, and, in recent years, have been part of the submissions to the Cabinet Office to seek their approval to continue marketing activity.
In the period 2006 to 2009, the total number of entrants onto ITT each year was as follows:

The composition of the board of the College of Policing was developed with following regular dialogue with senior policing partners. It was arrived at to ensure an appropriate balance of skills and experience, combining operational policing expertise and academic and broader external perspectives to represent the public interest.
The Home Secretary, as sole member (owner) of the company that forms the College of Policing, appoints directors to the board.
The role of non-executive chair was advertised in the national press in late July 2012, with support from an executive search agency. The role of chief executive was advertised in Police Professional and the Association of Chief Police Officers intranet in September 2012. For each role a selection panel shortlisted and interviewed candidates against a person specification. The Home Secretary and the Minister for Policing and Criminal Justice interviewed those candidates considered by the panel to have met the required standard, before the Home Secretary made her selection.
The other roles on the board were not advertised. A range of policing experts were nominated by the relevant policing bodies, against the criteria set out for the role. In addition to these nominations, the Home Secretary identified three individuals whom she felt had the relevant skills and experience to provide an external independent perspective and invited them to become directors on the board of the college.
Most of the nominations have now been received and the process for the member to confirm and appoint nominees is underway.

Following the success of the Raising Awareness campaign in the Newcastle and Tyneside area, further campaigns were organised in Birmingham, Portsmouth, York, Plymouth, Colchester and Edinburgh between 2006 and 2009.
The number of calls to the Veterans Helpline from each area showed an overall increase both during and after the campaigns.

The Government is not aware of evidence that the current advertising arrangements are jeopardising the licensing objectives of the Gambling Act, but if new compelling evidence emerged which clearly highlighted the need to look again at the restrictions in place it would, in the first instance, be for the appropriate regulators to consider and take action under their existing codes and regulations.
