The Environment Agency is responsible for the management of the Dee cockle fishery. The fishery is currently regulated by the Dee Regulating Order 2008 (granted to the Environment Agency under the Sea Fisheries (Shellfish) Act 1967), and the fishery managed as set out in the associated Management Plan.
It is my understanding that, as set out in the Management Plan for the fishery, the licences under the Order are non-transferable and that any decision to issue temporary licences is made on the basis of annual cockle stock surveys. New licences are allocated to those on a waiting list; when the Environment Agency compiled this list evidence of commercial fishing activity was a requirement. The Environment Agency does not restrict licences based on geographical location.
I have received no recent representations on either a review of the Management Plan or the increased powers of the Welsh Government.

DEFRA has made no assessment of the environmental impact of cockle dredging. Cockle fisheries in England occur in the inshore area (predominantly between zero to six nautical miles), and as such their management is the responsibility of the
inshore fisheries and conservation authorities, who have a duty to ensure fisheries are managed in such a way that they do not adversely impact on the marine environment.
