To ask Her Majesty’s Government, in the light of the report by Her Majesty’s Chief Inspector of Prisons on Werrington Young Offenders’ Institution published on 12 March, what steps they are taking to provide access for young offenders to open air exercise every day.[HL6256]
To ask Her Majesty’s Government, in the light of the report by Her Majesty’s Chief Inspector of Prisons on Werrington Young Offenders’ Institution published on 12 March, what steps they are taking to provide access for young offenders to open air exercise every day.[HL6256]
A revised core day is currently being introduced in all public sector under-18 YOIs. This will for the first time deliver a standard regime for young people, with an hour being dedicated for domestic activities, such as access to showers and time in the open air. In addition, young people are able to participate in open air exercise as part of evening association, where appropriate. Furthermore, work is under way to upgrade existing and provide additional outside exercise facilities at Werrington. This will further increase the opportunities for young people at Werrington to spend time in the open air.

In November 2012, the Department initiated a call for research proposals on physical activity. The scope of the research initiative covers research relating to physical activity among young people. It is anticipated that awards will be made in July 2013.
Since May 2010 the Department has contributed to the following which produce information on sport and physical activity among young people:
The Health Survey for England carried out in 2012 included a Department-funded module which collected information on physical activity (including sport) for adults, children and young people. Results are due at the end of 2013.
The Department contributes to the Active People Survey which is run by Sports England. It includes collection of data on sports and physical activity for people aged 16 and over. Survey questions have recently been amended to include a wider range of physical activity, specifically dance and gardening. Sports England has extended the survey to 14 and 15-year-olds and data collection started in July 2012.
The Health Behaviours in School-aged Children in England 2010 study, which was Department funded, collected information on physical activity, including sport. The Department is committed to co-funding the next study to be carried out in 2014 which is expected to again cover physical activity.
The Department's Lifecourse Tracker collects information on health behaviours, including physical activity, from adults and young people (aged 11 to 17 years). The first wave of this survey was carried out in March 2012 and the second in September 2012.
The Department has not terminated any research or data collection on sports and physical activity among young people since May 2010.

To ask the Secretary of State for Health what estimate his Department has made of the cost to the economy since 2010 of physical inactivity.
[137868]
Our most recent estimate of the cost to the economy of physical inactivity was published in July 2011 in the UK Chief Medical Officers' report ‘Start Active Stay Active’.
This describes an annual cost of £1.06 billion to the national health service across the UK, based upon data published in 2007. In 2002, the annual costs to the wider economy in England were estimated at £5.5 billion arising from sickness absence and £1 billion from the premature death of people of working age.
My Lords, I feel a little like a night watchman in the middle of a timeless test. However, as a former PE teacher, sports journalist, ancient retired sportswoman and with both my parents being PE teachers, I know what a positive impact physical activity can have on our well-being.

My Lords, this is one of those subjects where, whichever department answered for the Government, it would be the wrong one in regard to half of the points made. The Department of Health probably stands the best chance. Indeed, I would be in favour of the Department of Health covering...

To ask the Secretary of State for Health what recent research he has commissioned on the effect of nutrition and exercise on the advance of dementia; and what the outcome was of any such research.
[112207]
The Department has not commissioned or evaluated research specifically on any effects of social contact and volunteering on delaying the onset of dementia.
Four new National Institute for Health Research (NIHR) biomedical research units in dementia are being funded for five years from April 2012. Some research at the units will include aspects of nutrition and exercise.
The NIHR Health Technology Assessment programme is funding a £1.7 million trial of physical activity programmes for community dwelling people with mild to moderate dementia. The estimated date of publication of the report of the trial is late 2017.
The Economic and Social Research Council and the NIHR will be working together to support an initiative with up to £13 million funding available for social science research on dementia. The call for proposals will open in the week commencing 9 July and will fund national or international social science research in dementia which can make a significant contribution to scientific, economic and social impact.
The research agenda for the initiative encompasses prevention including public awareness and early presentation, public health of behaviour change including the role of social interventions in slowing cognitive decline, and delivery of interventions in hospitals, care homes and carers including the interface between professionals and lay people and patients.
