To ask the Secretary of State for Health whether the Government still offers guidance to eat two portions of fish a week; and what steps he is taking to promote any such guidance.
[146640]
The Government continues to advise people to eat two portions of fish a week, including a portion of oily fish. This population guideline recommendation is based on a serving of 140 grams.
The Government's fish recommendations are promoted through NHS Choices, Change4Life and is included in the Government Buying Standards for Food and Catering Services.
I very much welcome the progress being made towards ending the scandal of fish discards, but is the Minister aware of the dramatic recent falls in fish prices and does he share my concern that certain sections of the media are representing our sustainable fishing industry in a grossly irresponsible way?

My time in post has shown me that large areas of the media have no interest in understanding the complexities of marine management, so I share the hon. Lady’s concern. I can assure her that I am very concerned, particularly about the drop in the cod price, which I know will affect livelihoods in her constituency. We want a fair price for a sustainably harvested product, and everything that my Department is trying to do, with the devolved Governments, is working towards that.

To ask the Secretary of State for Energy and Climate Change if he will consider promoting the use of offshore wind turbines to protect fish stocks in UK waters.
[133839]
[holding answer 17 December 2012]: The Government supports offshore wind because of its potential to play a key part in the UK's energy mix and as a source of investment and economic benefit to the UK.
I am aware of scientific research that indicates that large permanent offshore structures, such as offshore wind turbines, can create feeding grounds for fish, with a potentially beneficial effect on fish stocks. The responsibility for UK fisheries policy rests with the Department for Environment, Food and Rural Affairs, although some aspects have been devolved.

The coalition Government’s first priority is to reduce the public sector deficit and so we are looking at all options that would ensure the continued delivery of essential services within a reduced budget from Government.
Consequently DEFRA officials have had to make a number of difficult decisions on the continuation of funding for various projects, including the Solent bass survey, based on prioritisation of where scientific research and development is needed the most, value for money and whether the projects are a requirement of our wider UK, EU and global commitments.
To ask the Secretary of State for Environment, Food and Rural Affairs what assessment he has made of the potential use of offshore wind turbines to protect and encourage fish stocks in UK waters by creating artificial reefs and nurseries undisturbed by commercial fishing practices.

Both ongoing monitoring at offshore wind farm sites (UK and overseas) and research studies have shown increases in fish number around the foot prints of offshore wind farms. However, it is still unclear whether offshore wind farms simply attract fish from elsewhere or whether they have the potential to increase the number of fish within the population. There are a number of factors that could result in an increase and these are:
protection from fishing mortality;
provision of food found in or around the offshore wind farms; or
provision of spawning/nursery grounds and protection from predators.
To ask the Secretary of State for Health what recent assessment he has made of the safety of pedicures using fish.

The Health Protection Agency, Health Protection Scotland, and the Health and Safety Laboratory reviewed the available evidence in 2011 and produced guidance to minimise any potential risk of infection.
On the basis of the evidence identified and the view of experts, the risk of infection from a fish pedicure is likely to be very low.
The Health Protection Agency and Health Protection Scotland are currently unaware of any confirmed cases of infection associated with the use of fish spas pedicures in the United Kingdom.
To ask the Secretary of State for Environment, Food and Rural Affairs (1) what his policy is on protecting river fish stock from increased cormorant numbers;

To ask the Secretary of State for Environment, Food and Rural Affairs (1) what his policy is on protecting river fish stock from increased cormorant numbers;

Cormorants, like all wild birds, are protected under the Wildlife and Countryside Act 1981. Section 16 of the Act allows for licences to be issued in certain circumstances and for certain purposes, including the protection of livestock. If cormorants are causing or are likely to cause serious damage to inland fisheries, licences permitting fisheries managers to shoot a limited number of them to protect a fishery may be granted. Licences will only be issued where it can be shown non-lethal measures designed to address problem birds have failed to be effective. Most licences issued are for the purposes of enabling fishery owners to reinforce the effects of shooting to scare.
DEFRA is carrying out a review of the current policy in relation to managing the impact of predation on inland fisheries from cormorants, goosanders and red-breasted mergansers. In the course of this review, officials are considering a range of options for managing the serious damage these birds can cause and will consider the impacts of using general licences along with the other options. The review is expected to report to Ministers this year. Once completed, the outcomes of the review will be made publicly available.

It has been established that cormorants and goosanders can cause significant localised damage to fish stocks, and the fisheries dependent upon them, and to fish farms, resulting in financial losses for operators. Government-funded research in the late 1990s concluded that fish-eating birds could cause serious damage to fish stocks and fisheries, but that the birds were problems for specific fisheries rather than a general problem. Subsequent findings are consistent with this view.
DEFRA is carrying out a review of the current policy in relation to managing the impact of predation on inland fisheries from cormorants, goosanders and red-breasted mergansers. The review is looking at the licensing process and management methods for controlling fish-eating birds where they cause, or are likely to cause, serious damage to inland fisheries. It is expected to report to Ministers this year. Once completed, the outcomes of the review will be made publicly available.
