To ask the Secretary of State for Defence how an ex-serviceman who has legally changed his name to escape harassment can obtain a revised copy of his RAF Form 856B Certificate of Qualifications document in his new name.
[136418]
The RAF form 856B Certificate of Qualifications no longer exists. As such, it is not possible to obtain a revised copy if a person has legally changed their name. I wrote to the hon. Lady about this issue in November as did my predecessor in August and September.

To ask Her Majesty’s Government what agreements are in place with Bounty regarding the insertion of child benefit forms in their packs for expectant or new mothers in each of the past five years.[HL4163]
HM Revenue and Customs (HMRC) is responsible for administering child benefit. Child benefit claims forms are available by contacting the child benefit helpline number or, alternatively, customers can complete the form which is available on the HMRC website and post it to HMRC.
HMRC also distribute child benefit claim forms through Bounty packs, a free information and samples pack given mainly through hospitals to new mothers following the birth of their child. In 2011-12, HMRC paid Bounty £90,805 to distribute a total of 901,298 English and Welsh language claim forms this way.
The number of child benefit claim forms distributed by Bounty for the previous four years is set out in the table below.

To ask Her Majesty’s Government what will be the cost of printing and mailing a poll card to every elector in the United Kingdom for the election of police and crime commissioners.[HL2250]
To ask Her Majesty’s Government what will be the cost of printing and mailing a poll card to every elector in the United Kingdom for the election of police and crime commissioners.[HL2250]
As with any other elections in the UK, poll cards for the police and crime commissioner (PCC) elections will be sent to relevant registered electors by their respective returning officers in the run up to the elections. PCC elections are not taking place in Scotland, Northern Ireland or London, and so poll cards will not be sent to electors in those areas. In the Police and Crime Commissioner Elections (Local Returning Officers' and Police Area Returning Officers' Charges) Order 2012, we have included £12.7 million for the cost of printing and mailing poll cards for electors in these PCC elections.

I thank the Minister for introducing this draft statutory instrument. Of course, these forms are essentially just for the lucky people of Bristol who on 15 November will have the chance to make themselves more like a US town with a vote for the head of the police and the...

Perhaps I may ask a question which I should have asked previously. Are these two elections coterminous? Is the election for the PCC in Bristol exactly the same as the one for the mayor? My only other comment is to ask whether she would take back the idea of early...

The answer to the noble Baroness’s first question is yes. Of course, as with all things, it is always best to review things after the event.

Government Departments operate their own recruitment and processes differ across Departments. Civil Service Resourcing was established in 2011 as an HR expert service to provide systems and services for use across the civil service.
Civil Service Resourcing has introduced an e-recruitment system that has the functionality to allow Departments to adopt a "blind" approach to the first stage sift. This means that all protected characteristics can be removed from defined fields within an application form.
Some Departments have already adopted the system and this approach. Other Departments are likely to review their approach over time as they consider uptake of the e-recruitment system.
