To ask the Secretary of State for Health (1) when he expects to publish a response to his consultation on proposals to transfer functions from the Human Fertilisation and Embryology Authority and the Human Tissue Authority; and if he will place all replies to the consultation in the Library;

The consultation on proposals to transfer the functions of the Human Fertilisation and Embryology Authority and Human Tissue Authority closed on 28 September 2012. The Department is now considering and analysing the responses, which will inform the way forward and the Government's response. We would expect to publish the response once cross-Government consideration is completed.
We would expect to handle the consultation responses in line with Government best practice at the point of the consultation launch, which would be, as a minimum, to publish a summary of stakeholder views alongside the formal Government response.
The Secretary of State for Health, my right hon. Friend the Member for South West Surrey (Mr Hunt) has not held discussions with the Human Tissue Authority, Care Quality Commission or Health Research Authority about this consultation.

The consultation on proposals to transfer the functions of the Human Fertilisation and Embryology Authority and Human Tissue Authority closed on 28 September 2012. The Department is now considering and analysing the responses, which will inform the way forward and the Government's response. There has been no formal evaluation of the introduction of mental function champions but routine monitoring of quality and customer satisfaction takes place as part of the contractual arrangements between DWP and Atos Healthcare. In addition, Professor Harrington's second review noted that the role is being well-utilised and that Healthcare Professionals have welcomed the advice and support. DWP is continuing to work with Atos Healthcare to build on the mental function champion role and is looking at how their knowledge and expertise can be shared directly with decision makers.

60 mental function champions are employed by Atos Healthcare for the DWP contract and five for Northern Ireland.
For the DWP contract these are distributed as follows:
North: 21
Scotland: 8
South and Wales: 16
Midlands and London: 15.
The mental function champions provide a telephone service to all health care professionals regardless of location. This approach was endorsed by Professor Harrington as the best way to maintain geographical support.
