The exact number of households off the gas grid is not held centrally.
Estimates have been produced based on information held from two administrative sources; these are the Gemserv database on the location of electricity meters, and data from xoserve and independent gas transporters on the location of gas meters. Subtracting the number of gas meters from the number of electricity meters produces a broad estimate of the number of off grid properties.
However some households can have more than one electricity meter associated with their property (for instance, a supply for communal facilities such as stairwell lighting or a lift). Additionally, the standard gas industry definition of domestic use uses a consumption threshold, with any consumer using less than 73,200 kWh of gas per year being classed as a domestic user; it is estimated that—Great Britain wide—this definition allocates around 2 million small business users as domestic. Furthermore a small number of meters (less than one third of one percent) do not have sufficient information associated with them to be able to allocate them to a specific area.

The following table shows, for 2011, the number of domestic electricity meter points, the number of gas meter points where consumption was less than 73,200kWh, and the difference between the two figures, which forms
an estimate of the number of households off the gas grid for each local authority within Lancashire. Also provided are the consumption values for the local authority of Pendle, which covers the same area as the parliamentary constituency of Pendle. A table listing similar data for all local authorities in available in the Libraries of the House.
The estimated number of households off the gas grid in Pendle is 1,500; in Lancashire as a whole the estimated number is 51,500.

The records held by the Crown Prosecution Service (CPS) identify the number of offences, in which a prosecution commenced and reached a first hearing in magistrates courts, rather than the number of cases or defendants prosecuted. A single defendant may be prosecuted for multiple offences.
Offences relating to the misuse of fireworks can be prosecuted under section 80 of the Explosives Act 1875 (throw or light a firework in a highway, street or public place), Regulation 7 of the Fireworks Regulations 2004 (breach a fireworks curfew), section 131 and section 161 of Highways Act 1980 (discharge a firework within 50 foot of a public highway), section 28 of the Town and Police Clauses Act 1847 (throw a firework in the street) and section 2 of the Football (Offences) Act 1991 (throw a missile onto a football pitch or adjacent area).

These figures should therefore not be considered complete or indicative of the number of offences of misusing fireworks in the area.

Table 1 provides the number of deaths where prostate cancer was the underlying cause of death, in Pendle parliamentary constituency and Lancashire county, for deaths registered between 2007 and 2011 (the latest year available).
Internationally accepted guidance from the World Health Organisation requires any conditions that contributed directly to a death to be recorded on the death certificate. In cases where a cancer is deemed to have contributed to a death, medical practitioners and coroners are not required to specify whether the cancer was advanced at the time of death.
The number of deaths registered in England and Wales each year by sex, age and underlying cause (including cancer), are published annually on the ONS website at:

The city deal programme focuses on cities as key drivers of national growth and wave 2 includes Preston; selected as one of the 14 cities invited to participate on the basis of having the largest population size outside of London and the eight core cities.
Wave 2 cities have been invited to define an appropriate functional economic area on the basis of factors relevant to the nature of the single economic challenge or opportunity which is the focus of the deal and practical factors such as the relevant travel to work area taking into consideration local enterprise partnership geographies. The statistics in my earlier Answer were drawn from Unlocking Growth in Cities published in December 2011 which set out the rationale and the Government's proposed approach to the city deal initiative. This dataset is not based on any concept of a city region geography. Cities are defined using primary urban areas, a definition initially adopted in the report State of the English Cities published in 2006. There are 56 such areas in England. Each is larger than an individual local authority district, there is a minimum population threshold of 125,000 and land is classified as urban according to set definitions from the Ordnance Survey. These primary urban areas incorporate the following localities among those listed in the question:

In line with their approach on notifications, no information on the individual schools supplied was sought by the Food Standards Agency (FSA) due to the trace levels found on analysis and the prompt withdrawal action taken.
The FSA advises that due to ongoing investigations, which may lead to legal proceedings, the FSA is unable to release further details at this time about the company that supplied beef products found to contain traces of horsemeat to schools under the responsibility of Lancashire county council.
