Sanctions against Zimbabwe were recently eased and the UK gave £90 million in aid last year, but many British pensioners are being robbed of their pensions, following Mugabe’s decision in 2002 to stop paying pensions to British citizens. Will the Minister meet me to discuss the case of my constituent Mr Scott, who worked for the Zimbabwean police for over 20 years and is being denied his pension, to end this injustice?
Sanctions against Zimbabwe were recently eased and the UK gave £90 million in aid last year, but many British pensioners are being robbed of their pensions, following Mugabe’s decision in 2002 to stop paying pensions to British citizens. Will the Minister meet me to discuss the case of my constituent Mr Scott, who worked for the Zimbabwean police for over 20 years and is being denied his pension, to end this injustice?
My hon. Friend is absolutely right to raise this important issue on behalf of his constituent, but he will also be aware that many others have been affected by the withdrawal of pension payments. Hopefully his concerns will be assuaged by the fact that I have met representatives of civil servants who used to work in Zimbabwe who are not getting their pensions. I have also discussed the issue with the Zimbabwean Finance Minister, as part of the challenge to try to find a satisfactory resolution, but I am happy to meet my hon. Friend and his constituent to discuss the matter further.

The National Institute for Economic and Social Research (NIESR) is an independent institute. NIESR receives funding for specific research projects from a number of government sources, including the Economic and Social Research Council (ESRC), as well as the private sector, usually via competitive tenders or calls for research proposals. It has no single government sponsor, hence, the following government funding figures, drawn up in consultation with the NIESR, are indicative:

Around 60,000 women, born between 6 February 1953 and 5 April 1953, will reach state pension age in the United Kingdom between 1 January and 31 March 2016.
In most constituencies there will be around 100 women in this position, but it is not possible to provide a precise constituency level breakdown of this relatively small group.
They will reach state pension age at between 62 years 10 months and 63 years old, and will be able to claim their state pension under the current system a little over two years before a man born on the same day, who will reach state pension age at 65, under the new single-tier system. For a woman with a typical level of state pension this will amount to around £13,000 of pension claimed before the age of 65, meaning that most women in this position will have a higher retirement income under the current system and their currently legislated state pension age than they would if they received a single-tier pension but had to wait until they were 65 to claim it.

All three bidders in the London Community Payback competition were provided with a £2 million contract exit indemnity in relation to any pension liabilities arising during the contract period. Additionally the Ministry of Justice has agreed to indemnify any liabilities arising from historic pension liabilities at the point of contract transfer. The amount of these liabilities have been recently valued at approximately £3.7 million but this amount may vary subject to triennial revaluations.

The Government Actuary's Department (GAD) has based its estimate upon two scenarios—redundancy at 15 years 364 days pensionable service and redundancy at 16 years pensionable service. The GAD has estimated the discounted present capital value of pension and redundancy payments, made between age 39 and age 65 to a member of Armed Forces Pension Scheme 75 holding major's rank, pay level 6 and aged 39.
The following assumptions were used in preparing these estimates: the discount rate is 5% per annum, consumer price index inflation is 2% per annum, there
is no allowance for death before age 65 and, in the 16 year scenario, the individual opts for full resettlement commutation.
