[holding answer 12 March 2013]: The revenue received from the Government Pipeline and Storage System (GPSS) is included in the impact assessment which was published alongside the draft Energy Bill in November 2012. The GPSS' revenue comprises payments from the United States Visiting Forces and commercial sources for the use of spare capacity totalling £39 million. In addition, the Ministry of Defence pays a notional charge of approximately £13 million per annum.

Provisions to enable the sale of the Government pipeline and storage system (GPSS) are included in this Session's Energy Bill. A decision to proceed with sale will not be made until the Bill has been approved and the Government can be sure that sale will deliver value for money.
The intention is to go to market to invite bids for the GPSS in early 2014.

Working with other Government Departments and our advisers we are considering what additional safeguards, if any, will need to be put in place once the Government pipeline and storage system is sold to protect the interests not only of the public but also customers, including the Ministry of Defence.
All necessary safeguards will be identified prior to the start of the formal sale process and we expect they will be incorporated in the contractual arrangement between the Department and the buyer.

There are two stretches of the Government Pipeline and Storage System (GPSS) in Scotland. One runs from Linkswood GPSS Depot to RAF Leuchars. The other runs from Inverness GPSS Depot to RAF Kinloss and RAF Lossiemouth.
The pipeline length from Inverness via RAF Kinloss to RAF Lossiemouth is 40.6 miles and from Linkswood to RAF Leuchars is five miles.

The value of the Government Pipelines and Storage System (GPSS) was estimated in 2011 to inform the economic justification for the legislative provisions required to allow the sale of the system. These provisions form part of the Energy Bill. The valuation will be updated during the sale process and will be used in a final value for money assessment prior to sale.
Given the commercial sensitivity it would be inappropriate to disclose any valuation of the GPSS at this stage.

A memorandum of understanding was signed between the Governments of South Sudan and Kenya on 2 March on developing a transport corridor between South Sudan and the Kenyan port of Lamu. including a possible oil pipeline. We have received no recent updates on this proposal.

Officials at the Oil and Pipeline Agency (OPA), which manages the Government Pipeline and Storage Systems (GPSS) on behalf of the Ministry of Defence, regularly discuss with appropriate external organisations measures to best protect the GPSS, including from the risk of cyber attack now and in the future. Concerns are raised to the appropriate level as necessary.
To date, Ministers have had no requirement to discuss security systems to protect the GPSS against cyber attack.
