Of the 507,995 KW days of additional fishing effort included in the data returns submitted to the Commission as part of the return for December 2012, submitted on 15 January 2013, 141,858 KW days related to fishing effort in December 2012. The remaining 366,137 KW days related to some instances of late reporting of activity, but also to other factors such as the completion of investigations into any issues related to data received by fisheries administrations. The proportion of this effort related to the other months of 2012 is given in the following table. As shown in the table, of the additional effort related to the other months; 1% was from effort used in June, 25% was from effort used in July, and so on.

A breakdown of scallop effort reported to the Commission is detailed in the following tables. This includes details on effort uptake as a percentage of the final effort reported and against the total effort available to the UK in 2012. The tables are split by International Council for the Exploration of the Sea (ICES) area as the UK has different effort allocations for ICES areas V-VI and VII.

The activity reported through the e-logbook reporting mechanism by UK scallop vessels controlled by the Western Waters management regime (ie those vessels 15 metres and over in length subject to days at sea restrictions) is only available related to landings by such vessels in English, Scottish or Northern Irish ports and by English, Scottish or Northern Ireland administered vessels landing abroad. This is given in the following table.

In addition to the landings included above there were six landings into Wales across the period where activity has been reported via e-logbook returns and the landings have yet to be validated against sales notes. Information on the total number of e-logbooks received by the Welsh Government related to scalloping activity by vessels subject to the regime is not available; hence it has not been possible to include these landings in the above table. Corresponding information related to activity by Isle of Man administered vessels that take part in the fishery (usually in the winter months only) is also unavailable.

In quarter one 2012, 23 (32%) active vessels in that quarter overfished their allocation of effort days. In quarter two 2012, 3 (5%) active vessels in that quarter overfished their allocation.
Administrations will be contacting vessels that have overfished with a view to taking administrative action in the final quarter of 2012.

This five-year project, due to report shortly, will provide DEFRA with a clearer understanding of scallop larvae settlement in the English channel. This information will identify important juvenile scallop grounds, and will help meet our commitments under the marine strategy framework directive. It will also inform the management of these grounds to achieve wider stock benefits.
The project has been allocated funding of £742,064, of which £683,799 has been spent so far.

Under the Western Waters scallop regime, the Marine Management Organisation calculate a day as a continuous period of 24 hours or part thereof, during which a fishing vessel is present within ICES Area VII and fishing for scallops, as defined in the UK fishing licence.

The Marine Management Organisation moved over to use a 24 hour period for the purposes of monitoring effort uptake at the vessel level under the Western Waters scallop regime. The UK adopted a new management approach for this fishery when quarterly limits were introduced from 17 February 2012.

It is UK policy that every over 15 metre vessel can fish within western waters by virtue of their UK fishing licence. However, vessels without a scallop authority on their UK fishing licence are not permitted to target King scallops (“Pecten maximus”) with mechanical dredges.
