The Department has four members of staff on secondment to organisations which sponsor academies: two at United Learning Trust, one at REach2 and one at The David Ross Educational Trust. As at March 2013 the Communications Capabilities Development programme includes:

(a) 73 Home Office civil servants

(b) Staff Seconded from:

(i) Other Departments and agencies—6

(ii) The private sector—0.

Although not employed directly by the Home Office, the Communications Capabilities Development programme currently has a number of privately contracted subject matter experts and technical personnel deployed on the programme through support services contracts. Over the lifetime of the Communications Capabilities Development programme the number of these personnel has varied, responding to business need.

No people have been on secondment from the Department of Energy and Climate Change to any the top six energy suppliers within the last financial year.

A senior Jobcentre Plus account manager has been appointed in each of the four London boroughs to co-ordinate local engagement and support, supported by an implementation manager working with the four local authorities and DWP benefit cap project team members.

There are no staff formally seconded to the local authorities but Jobcentre Plus staff have been co-located in local authority premises to assist households likely to be impacted by the cap to ensure they have access to a wide range of support.

A total of 12 members of staff have been co-located to provide this support. The breakdown by local authority is as follows:

(a) Bromley: one staff member

(b) Croydon: two staff members

(c) Enfield: two staff members

(d) Haringey: seven staff members.

As at 28 February 2013 there were 14 individuals from business and industry outside the public sector on secondment to HM Treasury and its agencies.

Staff from the Department for Business, Innovation and Skills undertake a number of secondments to a variety of organisations reflecting the nature of the work of the Department. There are currently five staff on secondment to business and industry; a further 10 on secondment to other public sector organisations; five on secondment to European institutions and one person seconded to a third sector organisation.

As Director General and Chief Executive of Ordnance Survey, I have been asked to reply to you in response to your Parliamentary Question asking the Secretary of State for Business, Innovation and Skills “how many staff from business and industry outside the public sector are currently on secondment to his Department and the agencies for which he is responsible”?

Ordnance Survey has no staff from business and industry outside the public sector on secondment to the organisation. However, one member of staff is on secondment to the organisation from GeoPlace, a Limited Liability Partnership between Ordnance Survey and Local Government Group.

The UK Space Agency has currently a 0.5 FTE on secondment from industry, who works for the agency on an expenses only basis.

Under the Civil Service reform plan, we have committed to making it easier for staff at all levels to move between the Civil Service and the private sector. We are currently reviewing this process to create new arrangements for secondments and interchange this year.

[holding answer 12 February 2013]: None of the staff in the Private Office of the Secretary of State for Education, my right hon. Friend the Member for Surrey Heath (Michael Gove), are on secondment.

The Department of Energy and Climate Change (DECC) has had one person on secondment from Deloitte. That person was on secondment to DECC from July 2010 to April 2012 with their salary costs fully met by the Department.

No BAE Systems employees have been seconded to the Ministry of Defence to work on the Successor Submarine Programme.

One Babcock Marine full-time and two part-time employees and one Rolls- Royce employee have been seconded to work on the programme.

Since May 2010 there has been (a) one secondment from a major utility company, (b) none from Energy UK and (c) none from other related energy utility organisations.
