To ask Her Majesty’s Government what representations they have made to the Government of Slovakia about the beheading of a Romani citizen, Daniel Horváth, in Žihárec in December 2012 and the fatal shooting of three members of a Romani family in Hurbanovo by an off-duty policemen in June 2012.[HL4848]

The Government have not made any representation to the Government of Slovakia on either of these cases. The off-duty policeman involved in the Hurbanovo shooting is currently on trial for first-degree murder; suspects have also been arrested in connection to the death of Mr Horvath. As both cases are ongoing it would be inappropriate for the Government to comment.

Ministers regularly meet colleagues from the Foreign and Commonwealth Office to discuss a range of issues. To assist the right hon. Member, I would note that officials from the Department, for Communities and Local Government are working closely with their colleagues in the Foreign and Commonwealth Office to ensure that the UK plays an effective role in discussions at European level on Roma integration. For example, in October 2012, the Department for Communities and Local Government represented the UK at the first meeting of National Roma Contact Points, which brings together officials from all the EU member states.
Further to my previous answer of 19 December 2012, Official Report, column 839W, the EU budget and regulations governing EU funds in 2014-2020 are currently being negotiated. Subject to the progress of these negotiations, the Government expects in 2013 to develop, and consult on, proposals for the delivery of these funds.

Ministers (and officials) within the Department for Communities and Local Government regularly meet colleagues from the Foreign and Commonwealth Office to discuss a range of matters.

The Minister for Europe, my right honourable friend the Member for Aylesbury (Mr Lidington), has discussed this matter with his Slovak counterpart and with Slovakia's ambassador to London. Officials from the Department for Education as the department responsible for child protection
issues, and officials from the Ministry of Justice have also met the ambassador and his staff. In all these discussions, the British Government have emphasised that they are not in a position to discuss individual cases, which are a matter for the courts. We will continue to assist the Slovak authorities on this issue where possible.

The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Richmond (Yorks) (Mr Hague), has not had any discussions with European counterparts or the European Commission on the distribution of Slovak Roma in Europe. Nor has the Government held any specific discussions with the European Commission on budgetary requirements to support the integration of Roma in England. However, the UK is playing an active role in discussions at EU level with the European Commission and other member states on issues relating to Roma integration in the European Union, including general funding pressures.
