We keep the security situation in Mogadishu under constant review, including through monitoring and talking to key partners. We have seen important security gains made across Somalia in the last year and commend the commitment and bravery of
African Union Mission to Somalia and Somali Government troops. However, security remains a serious concern. Recent gains are fragile and we strongly condemn the recent attacks in Mogadishu, which killed at least 28 people. President Hassan Sheikh Mohamud has said that security is his top priority and we are supporting his Government to develop effective, professional and accountable security forces, including through the Somalia conference in London on 7 May.

The UK very much hoped to see Somaliland Government at the Somalia conference. However, the Somaliland authorities have now responded formally to inform us that they will not be attending.

The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Richmond (Yorks) (Mr Hague), has spoken to the Somali President Hassan Sheikh Mohamud a number of times on this issue, most recently on 14 April. Prevention of sexual violence in conflict will be highlighted at the Somalia conference which the Prime Minister will co-host with President Hassan Sheikh Mohamud on 7 May. We will seek commitments from those in attendance to tackle sexual violence in conflict in Somalia.
We have also been working with the UN Special Representative to the Secretary General (SRSG) on Sexual Violence in Conflict, Zainab Hawa Bangura. She visited Somalia at the start of April and started a dialogue with the Federal Government of Somalia on combating sexual violence in conflict. We expect her team to visit in the summer to work with the Somali authorities on recommendations for combating sexual violence in Somalia and improving the justice system.
We have encouraged the Somali Government to bring a representative delegation. My right hon. Friend the Secretary of State for International Development and I will hold an event early next week to hear from prominent Somali women about empowerment, violence against women and forced marriage. Preventing sexual violence in conflict is also a theme of the Somali conference.

Members of the Somali community in my constituency feel it is hugely important that work is done to reach out to, identify and encourage key women to participate in the conference. Will the Minister reassure them that that will be the case?

The Kenyan Government issued a directive to relocate all urban refugees to refugee camps on 16 January 2013.
(1) In their report of January 2013, the UNHCR (the UN Refugee Agency) estimates the number of refugees who have left Kenya as approximately 6,300 and attributes some of these to the Kenya Government’s directive.
(2) There were reports of harassment, extortion and abuse of the rights of Somali refugees by security services in the period immediately after the directive was issued. However, the directive has not been implemented following a legal challenge by a non-governmental organisation. This resulted in an injunction issued by the High Court of Kenya on 23 January and the case is due to be heard on 4 April 2013.
(3) A direct impact on the peace process in Somalia has not been established by the British Office for Somalia at this stage.

Britain has worked closely with the Kenyan Government to respond effectively to the threat of terrorism from extremist groups in Somalia and to support local conflict prevention efforts in the run up to Kenya's general elections in March. I raised these issues with Kenyan counterparts when I visited in October last year.

Preventing sexual violence in conflict is a theme of the Somalia conference. The issue will be raised prominently and we will seek commitments to tackle the challenges of sexual violence in Somalia. The steps we will take to do this were outlined in the previous Answer to which you have referred. Since then, the UN Special Representative to the Secretary-General (SRSG) on Sexual Violence in Conflict, Zainab Hawa Bangura, has visited Somalia and started a dialogue with the Federal Government of Somalia on combating sexual violence.
On 11 April, SRSG Bangura addressed G8 Foreign Ministers in London at the invitation of the Government. We support the work of SRSG Bangura's office and will continue to work with her and the Federal Government of Somalia to facilitate efforts to combat sexual violence and build international support behind this.

The security situation in the Ogaden region of Ethiopia remains of concern. We continue to monitor reported incidents of violence and clashes in the region. While security sector reform remains an integral part of the British Government's strategy for Somalia and a key deliverable for the 7 May Somalia Conference in London, the focus of that approach rests within Somalia's borders. As such, we currently offer no direct support to the Federal Government of Somalia with respect to the Ogaden region of Ethiopia and have no plans to do so.

President Hassan Sheikh Mohamed of Somalia confirmed his intention to launch an amnesty for young boys lured into piracy in a bid to end attacks on shipping off the Horn of Africa on 28 February.
We understand the amnesty is intended to cover the foot soldiers only and not kingpins, though negotiations are still at an early stage. It is not known whether amnesties have been granted to any pirates.
The Government have made clear that all those who are criminally responsible for involvement in piracy should be brought to justice.

While conditions are improving on the ground in Somalia, women in particular face profound challenges to their basic human rights. Female genital mutilation/cutting is almost universal; domestic violence is commonplace; and rape and sexual violence are prevalent, especially among internally displaced populations. We take these issues very seriously, and are seeking to address them, including under my right honourable friend the Foreign Secretary’s global initiative to reduce sexual violence in conflict, which he launched in 2012.
In advance of the Somalia conference, which we are co-hosting jointly with the Federal Government of Somalia, the Government are planning to hold an
event specifically focusing on Somali women and their rights. This will enable discussions of the many issues that face women in Somalia today and generate recommendations which can then feed into the conference itself.
The single biggest challenge facing women in Somalia remains the effect of conflict and insecurity. A key focus of the Somalia conference will be how the international community can better support the Federal Government of Somalia in providing better security for their citizens so that the most vulnerable members of society are protected.
During her visit here in January, Fawzia Yusuf Adam, Deputy Prime Minister and Foreign Minister of Somalia, asked for UK support in tackling women’s issues in Somalia. We are working with the Federal Government of Somalia to ensure that we can use the Somalia conference to take forward progress on this issue. My honourable friend the Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, the Member for Boston and Skegness (Mr Simmonds), also discussed these issues in depth when he met her in Addis Ababa earlier this year.

The UK has been at the forefront of international efforts to support peace and security in Somalia, including through leading negotiations on Somalia in the UN Security Council (UNSC). UNSC Resolution 2093 authorised a time-limited, 12 month, partial suspension of the arms embargo for the Federal Government of Somalia to acquire equipment, advice and assistance for the development of their security forces. As a member of the Security Council, the UK supported this resolution. We support the right of sovereign countries to defend themselves and build their security forces. This is urgently needed in Somalia. However, it is essential that Somalia's security is not jeopardised. To ensure this, several safeguards have been put in place, including the continuation of robust restrictions on heavy weaponry as well as notification requirements and monitoring mechanisms. We will follow the situation closely and the UNSC will review the situation over the coming year.
