We have seen a significant roll-out of smart ticketing, but I agree that it is more difficult for small local authority areas. The Department for Transport budget allocates £15 million to pick up on small bus operators in particular, to ensure that they are not left behind and to retain diversity of supply in the bus industry.

What help are the Government giving to smaller local authorities away from metropolitan areas, to introduce smart ticketing to make bus journeys more convenient and cheaper, and to get more people on to buses?

To ask Her Majesty’s Government what representations they have made to the Government of Israel regarding (1) access to tickets, and (2) free movement across borders, for football fans from the West Bank and Gaza during the UEFA under-21 football tournament in Israel in June 2013.[HL6336]

We have not raised this specific issue with the Israeli authorities.
However, we remain deeply concerned about restrictions on freedom of movement. Through our embassy in Tel Aviv, we have lobbied the appropriate authorities on the issue of movement and access. We continue to work closely with the Quartet and EU partners, and to call on Israel to ease restrictions on access on all occasions not just the Union of European Football Associations (UEFA) Under-21 football tournament.
We also hope that UEFA will do all that it can to ensure that when the tournament takes place there are genuine, active and successful steps to use football to promote peace and to break down barriers between Israelis and Palestinians.

The Department receives a range of representations on ticket fraud and the secondary ticketing market. Government has no plans to change the legislative framework concerning the secondary ticket market. We will, however, continue to monitor this area through a range of methods including analysis of the representations received and observation of the sector as a whole.
My hon. Friend is absolutely right to raise that point. We are determined that, as a result of the fares and ticketing review, people will be able to buy the tickets for the journeys that they want at the lowest price for those journeys, rather than paying over the odds, which I am afraid they sometimes do today.

Rail passengers trying to book the cheapest fares are faced with a bewilderingly complex system. I hope that the fares and ticketing review will result in a much more simple, straightforward system. Can my hon. Friend tell me what progress is being made towards that?

The National Lottery Commission, the independent regulator of the national lottery, already requires the operator to make clear information available to players about the odds of winning national lottery games. This includes ensuring each retailer makes available the Players' Guide, which contains detailed information about the odds of draw-based games. Overall odds are also printed on scratchcard tickets and players can access detailed odds on all national lottery games from the national lottery website.

To ask the Secretary of State for the Home Department what assessment she has made of the merits of recent advice given by Operation Podium on ticket fraud and the secondary ticketing market; and what steps she will undertake as a result of that advice.

The report produced by Operation Podium has made a considerable contribution to the understanding of ticketing crime. Operation Podium worked closely with Action Fraud during the Olympic period to tackle ticketing fraud. The Government is currently considering the success of this work and its potential to further strengthen the work on tackling ticket fraud.

[holding answer 31 January 2013]: I refer the hon. Member to the written ministerial statement of 18 January 2013, Official Report, column 47WS, on the publication of the register of names in receipt of-tickets purchased by the Government to the Olympics and Paralympics games.
The London 2012 Ambassador programme was established in May 2012 by the then Secretary of State for Culture, Media and Sport, my right hon. Friend the Member for South West Surrey (Mr Hunt). The Government Ambassador programme was aligned with criteria agreed to govern the distribution of tickets purchased by the Government for the London 2012 Olympic and Paralympics games, namely: encouraging growth, encouraging health and sports participation and encouraging community engagement and volunteering. The Government Ambassador programme was official Government business, and the travel arrangements reflected this.
As reflected in the list of guests which Ministers hosted, our department had a particular emphasis on encouraging growth—as reflected by guests from Local Enterprise Partnerships, manufacturing, infrastructure and foreign investors. Such engagement is part of my Department's wider goal of seeking to support local economic growth.

The hon. Gentleman makes a good point well. I will not comment on it, because wider issues have been raised, not least in the Select Committee on Culture, Media and Sport report on football governance, of which ticket prices form an important part.

Following discussions with the relevant Departments, including ministerial discussions, the purchase of tickets for these Departments was authorised by the Secretary of State for Culture, Media, Olympic and
Sport. All Ministers who received a ticket did so because they were attending on official Government business or as part of the Government Ambassador Programme.

A range of assessments of threats to the Olympic and Paralympic Games were provided to the Government to inform the Olympic security strategy and its successful delivery. This included reporting from the Operation Podium team in the Metropolitan police, and from other police forces and law enforcement
agencies, regarding serious and organised crime. These reports contain sensitive information which cannot be published, even though the Games are over. I am unable, therefore, to place the reports in the House Library.
Home Office Ministers and officials met regularly with senior members of the Metropolitan police over several years running up to the Olympic and Paralympic Games, and daily during the Games themselves. The Home Office funded and supported the work undertaken by Operation Podium, which undertook preventative and investigative work to stop criminals illegally profiting from the Games.
Home Office officials have remained in contact with the Operation Podium team to ensure that the lessons learned from securing this major event can be applied to other events in the future.
