[holding answer 15 January 2013]: At the Cabinet Office's meeting with WRAP on 11 October 2012 it was agreed that the Department was complying with the waste hierarchy. Following the meeting, the Department's relevant contractors formally signed up to the WRAP Hospitality and Food Service Agreement.

The Waste and Resources Action Programme (WRAP) is a private sector company grant-funded by DEFRA and the devolved Administrations in Scotland, Wales and Northern Ireland. Although it is not a listed company and is not required to comply with the requirements of the Combined Code on Corporate
Governance, WRAP adopts best practice and reports on corporate governance issues in its Annual Report and Accounts, which is available on its website. Throughout the last three financial years WRAP has complied, to the extent that is relevant, with the provisions of the Code of Best Practice set out in Section 1 of the Combined Code. Board members and directors make declarations of interest and hospitality in line with this.

The dinners in Edinburgh and Cardiff were held for members of the Waste and Resources Action Programme (WRAP) board to meet colleagues from the Scottish Government and Welsh Government respectively, to discuss the programmes that WRAP delivers in Scotland and Wales with the funding provided by each of those Governments. As waste is a devolved matter, the issue would be best raised with the relevant Ministers in the Scottish and Welsh Governments.

Dinner is provided to directors only when travelling overnight on company business. In the last three years there have been two board meetings which required overnight stays in Edinburgh and Cardiff respectively. The total cost of dinners in Edinburgh (Roxburghe Hotel, September 2011) was £407, and in Cardiff (Maldron Hotel, September 2012) was £312.

To ask the Secretary of State for Environment, Food and Rural Affairs whether the Waste and Resources Action Programme has had use of either (a) a Government procurement card or (b) any other form of corporate credit card or charge card in the last four years; and what records are...
The Waste and Resources Action Programme does not have a Government procurement card. A corporate credit card is provided to senior managers for travel expenses. Full records of all items of expenditure are kept, and all items charged are authorised in-line with the organisation's travel expenses policy.
