“Corrupted Journalism: Channel 4 and Sri Lanka” was written as a collective work by ‘Engage Sri Lanka’ and published by them. According to their website, ‘Engage Sri Lanka’ was established “to make the case for the United Kingdom engaging more closely with Sri Lanka”. We are not aware of the source of their funding, and this is a matter for ‘Engage Sri Lanka’. The book argues that Channel 4 documentaries on Sri Lanka are inaccurate and prejudiced.
As the British Government has made clear, the footage from Channel 4 documentaries is disturbing and brings to international attention important information to support allegations of grave abuses. Independent experts engaged by the UN Special Rapporteur on extrajudicial, summary or arbitrary executions have verified some Channel 4 footage, specifically relating to the summary executions of Tamils by Sri Lankan forces. We believe that credible allegations of violations and abuses of international humanitarian and human rights law, including those resulting from Channel 4 footage, merit proper investigation. As a result, we will be using our position on the UN Human Rights Council to actively press for an international investigation given the lack of a credible domestic accountability process to date.

No consideration has been given to this issue: the BBC is editorially independent. Government has not begun Charter Review but has no intention of changing this arrangement as part of that process.

[holding answer 24 January 2014]: I am informed by Ofcom that the regulator had no discussions with ITV in advance of the programme being broadcast. Ofcom is a post-transmission regulator and it is the responsibility of broadcasters to ensure that programmes comply with the provisions in Ofcom's broadcasting code regarding content shown pre-watershed. The code includes specific rules stating that methods of suicide and self-harm must not be included in programmes, except where they are editorially justified and are also justified by the context.

The BBC has full editorial, operational and managerial independence. Both the issue of BBC World Service broadcasts to North Korea and any decision by BBC Worldwide to provide BBC drama and documentary programmes for broadcast on North Korean television are matters for the BBC. As I said in my reply to Lord Alton’s question of 18 December, we understand that the BBC World Service is not currently persuaded that a Korean language service would be an effective use of its funds. In the case of the broadcasting of BBC Worldwide programmes on North Korean television, this is an initiative which is under active consideration by the BBC and on which the British Embassy in Pyongyang has been able to play a role in facilitating contacts. We believe, as my colleague the Minister of State, my Rt. hon. Friend the Member for
East Devon (Mr Swire) said on 16 December, that it has the potential to expose significant numbers of North Koreans to aspects of the outside world from which they are normally totally isolated.
