To ask the Secretary of State for Defence what proportion of (a) Army, (b) Royal Navy and (c) Royal Air Force personnel of each rank have been in breach of their harmony guidelines in each year since 2010.
To ask the Secretary of State for Defence what proportion of (a) Army, (b) Royal Navy and (c) Royal Air Force personnel of each rank have been in breach of their harmony guidelines in each year since 2010.
The “Harmony Guidelines” are used by the Services to strike a balance between deployment, training and time with families. Individual Harmony Guidelines (IHG) are different for the three Services, equating to no more than 660 days away from home over a rolling three year period for the Naval Service, no more than 415 days away in a 30-month rolling period for the Army and no more than 280 days away over in the previous 24 months for the Royal Air Force.
The following tables show the information available in respect of breaches of harmony guidelines, by percentage in each year, by rank, since 2010 to the latest date available (1 January 2014 for the RAF or 1 March 2014 for the Naval Service and the Army).

Data is not
available. 2 Rank does not exist in the RAF. Notes: 1. The increase in breaches on Individual Harmony for the RAF is primarily due to RAF operational tours changing from four to six months and the Harmony metrics having not yet been adjusted. Adjusted Individual Harmony metrics will take effect from financial year 2014-15, aligned to the increased tour lengths, and are expected to show a decrease in the percentage of RAF personnel breaching Individual Harmony. 2. The percentages are for Trained UK Regular Forces. As of 3 April 2014 four Frigates are deployed in UK waters or overseas on operational tasks and six are engaged in training or work-up periods. The remaining three Frigates are in refit. We do not release the details of the ammunitions carried by deployed ships as to do so would, or would be likely to prejudice the capability, effectiveness or security of the Armed Forces. I can however confirm that all Royal Navy ships deploy with the ammunitions and personnel required to undertake their operational tasking.

Substantive answer from Mark Francois to Nicholas Soames:
I undertook to write to you in answer to your Parliamentary Question about Royal Air Force personnel currently serving overseas on 25 March 2014 (Official Report, column 180W).
Following further investigation a full and accurate response to this question could be provided only at disproportionate costs.
However, details of Royal Air Force personnel located overseas are published in the Ministry of Defence Quarterly Location Statistics table 1.1b (UK Regular Forces by Country) showing the position as at 1 January 2014. Copies of the Quarterly Location Statistics are available in the Library of the House. These figures can also be found on the following Defence Statistics website:

The Royal Navy has a range of assets available at various states of readiness. We do not release information on the readiness levels of these units on the basis of safeguarding national security.

To ask the Secretary of State for Defence for what reasons there are no Royal Navy vessels on duty in the Far East.
The Royal Navy has no standing requirement to station a vessel permanently on duty in the Asia Pacific Region. Should there be a requirement, such as the deployment of HMS Daring and HMS Illustrious to the Philippines to support the disaster relief effort, the Royal Navy has a contingent capability to deploy to this region. HMS Daring also took part in the Royal Australian Navy's 100th Anniversary and a number of training opportunities in the Far East.
