As a major political force in Lebanon, Hizballah is part of the new, broad-based Lebanese government. But the involvement of

Hizballah’s military wing in Syria and its support for Assad’s brutality violates Lebanon’s policy of neutrality and risks the country becoming another victim of the Syria conflict. We are also seriously concerned by Hizballah’s own claims to possess significant and growing military capabilities in violation of the Security Council resolution 1701.

We remain very concerned by Hezbollah's own claims that it possesses significant military capabilities and the continued reports of the transfers of conventional weapons from Syria and Iran to Hezbollah in Lebanon. Any weapons transfers are in violation of Security Council resolution 1701 and pose a threat to Lebanese and regional stability.

The Foreign and Commonwealth Office has not received any reports of involvement by Hizballah’s political wing in terrorism.

We condemn Hizballah’s ongoing military support for the brutal Assad regime in Syria and its recent involvement in the fighting around Yabroud. We have consistently called for Iran, Hizballah and all other foreign fighters and forces to withdraw from Syria.

We are very concerned by the impact of the Syrian crisis on Lebanon. We urge all parties in Lebanon to abide by Lebanon’s policy of neutrality with respect to the Syrian crisis. Lebanon’s hard-won peace must not become another victim of Assad’s determination to hang on to power at any cost.

We continue to have serious concerns about Iran's support for the military wing of Hezbollah. This support includes the provision of significant financial resources, training and weapons, in contravention of UN Security Council Resolution 1747.

The UK proscribed Hezbollah's External Security Organisation in 2001. In 2008 the proscription was extended to include the whole of Hezbollah's military apparatus, namely the Jihad Council and all the units reporting to it. It is Government policy not to comment on whether, or not, a group is under consideration for proscription.

The UK is aware of media reports that the Syrian Government ordered the coastal defence version of the Yakhont system from Russia in 2007 and received the first batteries in early 2011. Russia has continued to supply weaponry to a regime that has shown itself to be incapable of using its weapons systems proportionately or discriminately. Since 15 December, the regime has continued to use SCUD missiles and barrel bombs on Aleppo, leaving more than 700 dead, many of whom were children.

The UK regularly raises with the Russian Government the issue of their continued supply of weapons to the Syrian Government. Russia has continued to supply weaponry to a regime that has shown itself to be incapable of using its weapons systems proportionately or discriminately, as is demonstrated by

the regime's continued use of SCUD missiles and barrel bombs on Aleppo, leaving more than 700 dead, many of them children.

Unfortunately neither Russia nor Syria has signed the arms trade treaty. Syria was one of only three states that sought to block the adoption of the treaty, despite an overwhelming global majority agreeing that the treaty was an important development for the international arms trade.

We continue to have serious concerns about Iran's support for terrorist groups, including Hezbollah's military wing and Hamas. Iran provides the military wing of Hezbollah with significant financial resources, military equipment, and training. Iranian support for Hamas reportedly continues, although at a lower level since Hamas decided not to support the Syrian regime. Iran's support to such groups is unacceptable, is in direct contravention of UN Security Council Resolution 1747, and undermines prospects for peace and stability in the middle east.

We judge that thousands of Hezbollah fighters from Lebanon are supporting the Assad regime's brutal and violent repression of the Syrian people as demonstrated in Qusayr and Homs. Any Hezbollah involvement in Syria is simply prolonging the Assad regime's brutal and violent repression of the Syrian people. The UK unequivocally condemns these actions. The consequences of overspill of the Syria crisis to neighbouring countries like Lebanon has a seriously destabilising effect on the region as a whole. This is entirely contrary to the interests of Lebanon. It is vital that further contagion is avoided at all costs and a speedy resolution to the conflict is achieved as soon as possible.

We have condemned Hezbollah’s acknowledged military involvement in Syria. It is prolonging the Assad regime's brutal repression of the Syrian people and, by undermining Lebanon's agreed policy of disassociation from the Syria conflict, risks destabilising Lebanon. We also remain very concerned by continued reports of transfers of conventional weapons from Syria and Iran to Hezbollah in Lebanon, including Hezbollah’s own claims that it possesses significant military capabilities. Any such transfers would be in violation of Security Council resolution 1701 and would pose a threat to Lebanese and regional stability.

We firmly believe that the evidence indicating Hezbollah’s Military Wing as a terrorist organisation, and an organisation that has committed terrorism on EU soil, to be compelling. This is why we believe that their formal listing by the EU as a terrorist organisation is fully justified. We continue to work closely with EU countries on this issue and want to reach a robust, collective EU position. Ministerial colleagues, senior officials and I continue to have the necessary discussions with our EU counterparts to achieve this aim.
