The Ministry of Defence (MOD) is unable to provide the number of individuals awarded a
war disablement pension (WDP) for mesothelioma since 1994 in the time scale requested. However, as at 31 March 2013, 50 individuals were in receipt of a WDP for a recorded condition of mesothelioma.

The Government is reforming all public service pension schemes to ensure that they remain fair to workers and sustainable for taxpayers. The transitional protection arrangements for the firefighters’ pension schemes are set out in the Proposed Final Agreement which was published in May 2012. The transitional protections use age to calculate a member’s entitlement to protection. More firefighters are protected from changes than any other large public service workforce.
There has been recent correspondence with the Fire Brigades Union on the scope and timing of discussions on this issue. Copies of this correspondence can be found at:

Yes. The Department for Work and Pensions is committed to fully meeting our legal obligations under the Public Sector Equality Duty, which is part of
the Equality Act 2010. We have embedded equality analysis into the processes we use to develop, deliver and evaluate our policies, practices and services. This ensures that we continue to assess the likely and actual effects of what we do on people with protected characteristics to help inform our decision making processes.
To ask the Secretary of State for Foreign and Commonwealth Affairs what information his Department holds on how many UK citizens are not being paid those Zimbabwean government pensions to which they are entitled; and what steps the UK Government is taking to end that default.

The Overseas Service Pensioners Association (OSPA) have estimated that there are approximately 1,250 to 1,500 pensioners who are entitled to a pension from the Government of Zimbabwe, of whom 300 to 400 are estimated to be resident in the UK. This is unverified by the Government of Zimbabwe.
The payment of Zimbabwe public service pensions is the responsibility of the Government of Zimbabwe. We appreciate the frustration and financial burden the non-payment of pensions puts on many pensioners and have continually pressed the Government of Zimbabwe to fulfil their obligations.
To ask the Secretary of State for Foreign and Commonwealth Affairs when officials of his Department in Harare last met the Zimbabwean government director of pensions to discuss distribution of the funds reserved for payment to overseas pensioners; and if he will make a statement.
To ask the Secretary of State for Foreign and Commonwealth Affairs when officials of his Department in Harare last met the Zimbabwean government director of pensions to discuss distribution of the funds reserved for payment to overseas pensioners; and if he will make a statement.
We continue to pursue a resolution to the non-payment of Zimbabwe civil servant pensions and are in regular contact with the interested parties, including the Overseas Service Pensioners Association (OSPA) and the Federal Pensioners Association in Harare.
UK officials last spoke with the Director of Pensions at the end of January and are still pursuing a response from the Zimbabwean Civil Service Commission to our letter from December 2013. We have also raised the issue since with other interlocutors, including the Zimbabwean ambassador in London.

We were in regular contact with the commercial bank following the request by the Government of Zimbabwe to facilitate the payment of pensions. They formally confirmed to the Government of Zimbabwe on 6 November that they were unable to act as the service provider, though had informed us of this decision in the preceding weeks.
The payment of Zimbabwe public service pensions is the responsibility of the Government of Zimbabwe. We will continue to encourage them, and any possible service provider, to resolve the issue as soon as possible.
To ask Her Majesty’s Government what new measures they will put in place to protect against the mis-selling of financial advice to people retiring under the new pension arrangements announced in the 2014 Budget.[HL6581]
To ask Her Majesty’s Government what new measures they will put in place to protect against the mis-selling of financial advice to people retiring under the new pension arrangements announced in the 2014 Budget.[HL6581]
Alongside the pensions flexibility announced at Budget, the government announced a new guarantee that everyone with a defined contribution pension will be offered free and impartial face to face guidance on their financial choices in retirement when they retire. The Government is consulting on how best to deliver this guidance as part of its consultation, ‘Flexibility and Choice in Pensions’.
The guidance will be designed to help consumers navigate the options available and is not intended to replace the services of professional financial advice. The government expects that many consumers will go on to seek further advice and will ensure that the guidance equips consumers to choose the advisory service that suits their needs.
The government has asked the Financial Conduct Authority (FCA) to coordinate the development of robust standards for this guidance and a framework for monitoring compliance.
Professional financial advice is regulated by the FCA. The FCA’s statutory objectives and regulatory powers are geared to protect consumers. The FCA has committed to taking a proactive and interventionist approach to retail conduct regulation.
To ask Her Majesty’s Government what estimate they have made of the average charge-out rate of pension advisers in calculating the quantity and quality of advice that will be available to people retiring under the new pension arrangements announced in the 2014 Budget.[HL6580]

To ask Her Majesty’s Government what estimate they have made of the impact on public spending as a result of the new pension arrangements announced in the 2014 Budget.[HL6582]
To ask Her Majesty’s Government what estimate they have made of the impact on public spending as a result of the new pension arrangements announced in the 2014 Budget.[HL6582]
The impact will depend on how people choose to use their pension savings, which is difficult to predict. The Government expects any impact to be small in the context of the other pension measures announced in this Parliament – including State Pension age changes, the introduction of the single tier pension and public service pension reform – which are projected to save around £17 billion in 2030 in today’s terms. The estimated net fiscal impact of pension changes announced in this Parliament can be found in Chart 1.12 of the Red Book here: https://www.gov.uk/government/uploads/system/uploads/attachment _data/file/293759/37630_Budget_2014_Web_ Accessible.pdf

To ask the Secretary of State for Communities and Local Government what arrangements are in place for the pension entitlement and employment status of firefighters under the new pension arrangements if they are unable to maintain required fitness levels.
Where a firefighter cannot maintain operational fitness, the fire and rescue authority will assess the reasons for the loss of fitness. Where the loss is due to a permanent medical reason, the firefighter will be considered for ill health retirement under the rules of the pension scheme. Where there is no permanent medical reason, the firefighter will receive support and training to increase fitness to the required level.
