To ask the Secretary of State for Health what funding his Department has made available in Lancashire to improve the early diagnosis of breast cancer.
‘Improving Outcomes: A Strategy for Cancer’, published in January 2011, committed over £450 million over the four years up to 2014-15 to achieve earlier diagnosis of cancer. The earlier diagnosis money also included central funding for Be Clear on Cancer campaigns.
The Department provided £2.5 million in 2010-11 to support 18 local awareness campaigns, including seven intended to raise awareness of breast cancer in women over 70. Lancashire and South Cumbria Cancer Network area was one of the pilot areas. In 2014, we funded a national campaign on breast cancer in women over 70 at a cost of around £2.2 million.

The UK National Screening Committee has recommended that a pilot for pulse oximetry screening for children should be set up to explore the practicalities of implementation. Ministers have accepted this advice and a pilot will commence shortly.

It is the responsibility of general practitioners, using their clinical judgment and supported by relevant guidance, to arrange for the appropriate tests to be carried out on patients presenting symptoms of iron-deficiency anaemia. No consideration has been given to whether any cost savings and reduction in patient admissions could result from increased testing.

It is for individual clinical commissioning groups (CCGs) to commission treatment and services for patients on anticoagulation treatment or other medications which require monitoring, as they are best placed to identify what is needed in their local areas.
Under its diagnostics assessment programme, the National Institute for Health and Care Excellence (NICE) is developing guidance on two diagnostic technologies for patients on anticoagulation treatments to self-monitor their coagulation status. We understand that NICE expects to issue guidance in July 2014. NHS England advises that it will then consider what action, if any, is required, taking this guidance into account.

In collaboration with the Health and Social Care Information Centre, NHS England has investigated access to blood glucose testing strips at practice level in England. It should however be noted that prescribing information is not available at a patient level, only at a GP practice level, so it is not possible to give the number of patients with diabetes that carry out their own blood tests at home. Nor is there robust published data on the potential cost saving to the National Health Service of self- monitoring of blood glucose. If a study were to assess the cost saving potential of testing, the study would need to compare a group that is offered an opportunity to test, with a group that is not. Given the safety implications of not testing if treated with insulin, such as risks of low blood glucose (hypoglycaemia), such a study would be ethically difficult to justify.

Local authorities (LAs) are responsible for funding the majority of HIV testing services. Public Health England and the Department funded the Terrence Higgins Trust for an HIV home sampling pilot which delivered encouraging results which will be shared with LAs.

The National Health Service (NHS) Cervical Screening Programme is commissioned by NHS England under the NHS public health functions agreement 2014-15 (the Section 7a agreement, covering public health functions to be exercised by NHS England on behalf of the Department). Public Health England is responsible for the piloting and roll-out of new screening programmes or improvements to existing programmes, including the current pilot of human papillomavirus testing as primary screening.

No decision has been made regarding ring fencing for 2015-16. It is a statutory requirement that local authorities offer a NHS health check risk assessment to their entire eligible population every five years. The Public Health Regulations also request that local authorities demonstrate year on year improvement on uptake which is also an indicator in the Public Health Outcome Framework.
