To ask the Secretary of State for International Development what assessment she has made of the ability of Nigerian federal authorities to provide adequate security for young women in northern states.
A team of UK experts who will advise and support the Nigerian authorities in its response to the abduction of over 200 school girls touched down in Abuja on the 9 May.
The team is drawn from across Government, including DFID, FCO and the MOD, and will work with the Nigerian authorities leading on the abductions and terrorism in Nigeria. The team will be considering not just the recent incidents but also longer-term counter-terrorism solutions to prevent such attacks in the future and defeat Boko Haram.
The team will be working closely with their US counterparts and others to coordinate efforts.

To ask the Secretary of State for International Development what assistance her Department has provided to supporting security capacity building in Nigeria since 2010.
Since 2010 DFID has supported a £35 million Justice for All (J4A) programme which seeks to improve personal security and access to justice for all Nigerians.
FID also supports a £39 million Nigeria Stability and Reconciliation Programme which supports Nigerian institutions and partners to manage conflicts, reduce incidence of violence and the impact of violence on the most vulnerable groups including women and girls.

To ask the Secretary of State for International Development what steps her Department is taking to support the Nigerian Government in its efforts to protect schools in north-eastern Nigeria and to re-open schools that have closed for security reasons.
DFID is supporting the Nigerian Government to reduce instability in the north-east of Nigeria, helping to provide a more stable and secure environment for schools to operate. This approach includes DFID Nigeria’s Stability and Reconciliation Programme which promotes conflict resolution and supports local organisations to tackle violence against women and girls. DFID also supports the Presidential Initiative for the North East which is promoting economic recovery and meeting basic needs, including education.
DFID’s education programme operates in eleven states in Nigeria, including the north-eastern state of Bauchi. Here DFID is working with UNICEF and the state government to improve girls’ access to better education.

This is a devolved matter and the responsibility of the Northern Ireland Minister of Justice. The Noble Lord may, however, wish to note the Community Relations Council publication at: http://www. community-relations.org.uk/wp-content/uploads/2013/11/Peace-Monitoring-Report-2014.pdf. This refers to the number of peace walls as part of its report.
The Northern Ireland Office does not keep statistics on peace walls which became the responsibility of the Northern Ireland Executive following the devolution of policing and justice matters in 2010. The Noble Lord may wish to contact the Department of Justice to obtain the information he seeks.

Regularity of meetings enables Ministers to build up knowledge of particularly complex matters over time and to take well-informed decisions. Specialised sub-committees ensure that appropriate attention is paid to the most complex and technical issues.

We are aware of two security breaches within the Prison Information Technology Academies (PICTA) since 1 January 2014. These came to the attention of Ministers on 26 February 2014. As a precaution we immediately suspended the use of the PICTA workshops across the prison estate, pending an investigation which is still in progress. It would therefore not be appropriate to comment further at this stage. In addition we are increasing the security measures within PICTA workshops and we expect them to reopen in the near future.
