To ask the Secretary of State for Communities and Local Government what steps he is taking to help local shops in (a) England and (b) Lancashire with the cost of business rates.
To ask the Secretary of State for Communities and Local Government what steps he is taking to help local shops in (a) England and (b) Lancashire with the cost of business rates.
At the autumn statement, we announced a £1 billion package of business rates support to help shops and local firms. This included a £1,000 discount for two years for smaller shops, pubs and restaurants. Based on local authority reports of the amount of relief awarded, we estimate that 272,300 properties will benefit in England, including 7,740 in Lancashire.
The support package also included a 50% discount for businesses taking on long-term empty shops, the doubling of small business rate relief for another year, a 2% cap on RPI increases for 2014-15, allowing businesses to spread their business rates payments over 12 months, and allowing ratepayers that take on a second property to keep their small business rate relief for an extra year.
The Localism Act has also made it easier for small firms to claim small business rate relief.
To ask the Secretary of State for Communities and Local Government what steps he is taking to help shops in (a) Brighton, Kemptown constituency and (b) East Sussex with their business rate bills; and if he will make a statement.

At the autumn statement we announced a £1 billion package of business rates support to help shops and local firms. This included a £1,000 discount for two years for shops, pubs and restaurants with a rateable value of below £50,000. We do not hold figures for numbers benefitting from that measure in the Kemptown constituency. However, based on local authority reports of the amount of relief awarded in the Brighton and East Sussex areas, we estimate that 2,270 properties will benefit in Brighton and Hove, 890 in Wealdon, 810 in Lewes, 750 in Rother, and 720 in Eastbourne. We do not yet have an estimate for Hastings.
The support package also included a 50% discount for businesses taking on long-term empty shops, the doubling of small business rate relief for another year, a 2% cap on RPI increases for 2014-15, and allowing businesses to spread their rate payments over 12 months.

The National Planning Policy Framework supports local authorities in ensuring the vitality of their town centres. The Framework enables local authorities to require an impact assessment of large retail, leisure and office development outside of town centres, which are not in accordance with an up-to-date local plan. The framework is clear that where an application is
likely to have a significant adverse impact on investment in town centres or their vitality and viability, then it should be refused.

To ask the Chancellor of the Exchequer when he plans to introduce legislative proposals for reoccupation relief for businesses occupying vacant shops.
To ask the Chancellor of the Exchequer when he plans to introduce legislative proposals for reoccupation relief for businesses occupying vacant shops.
The autumn statement announced a 50% business rates relief for 18 months up to the state aid limits for businesses that move into retail premises that have been empty for a year or more. Businesses which move into empty premises between 1 April 2014 and 31 March 2016 will be eligible.
The relief does not require legislative changes. It will be applied by local authorities through their existing discretionary relief powers in line with government guidance. The Department for Communities and Local Government will issue this guidance shortly.

I will let the Minister answer the hon. Gentleman’s question, but we should be taking the opportunity to look at all sorts of ways of supporting small independent retailers. I will be interested to hear the Minister’s answer.

Is my hon. Friend aware that in Bristol we have something called the Bristol pound, our own currency? More than 600 local shops and businesses now accept the Bristol pound; people can even pay their bus fares and council tax with it. It is an excellent way of supporting independent...

Sorry—Merseyside.
A Merseyside pound would be an even better idea.
I was aware of the Bristol pound. We need to look at innovative ideas that support small independent retailers and the local economy, and what happens in Bristol is an active example of that.

I have two town teams in my constituency, in Crosby and in Maghull. In Maghull, the town team and the town council were instrumental in opening pop-up shops in an empty unit, which is a similar approach to that described by the hon. Lady. What she says is important.

I congratulate the hon. Member for Sefton Central (Bill Esterson) on securing a debate on this important subject.
