Following the decision of the High Court, Halite Energy Group Ltd v. The Secretary of State for Energy and Climate Change, the Secretary of State will now re-determine the application by Halite Energy Group Ltd for development consent for the proposed underground gas storage facility including associated development in Preesall, Lancashire. He is currently seeking further information in writing from interested parties in accordance with the Infrastructure Planning (Examination Procedure) Rules 2010 to enable him to do that.
The Secretary of State is considering any potential wider implications of the decision, in consultation with the Planning Inspectorate.

There is spare capacity at the following dedicated vehicle storage sites: Ashchurch, Stafford, Ayrshire, Chivenor (Royal Marines) and Kinnegar.
Ashchurch has 20% available capacity and 4,140 vehicles on site, Stafford has 38% available capacity and 495 vehicles on site, Ayrshire has 40% available capacity and 2,186 vehicles on site, Chivenor has 41% available capacity and 227 vehicles on site, Kinnegar has 29% available capacity and 213 vehicles on site. These figures will fluctuate as the study into the optimum vehicle storage solution matures.

The latest published figures show that in the UK there is about 24 tonnes of plutonium belonging to foreign bodies, most of which is Japanese. These latest figures can be found at:

The income figures relating to storage of plutonium is commercially sensitive information. In relation to discussions about possible future use of Japanese plutonium, the Nuclear Decommissioning Authority and its subsidiary International Nuclear Services regularly have dialogue with the plutonium owners in relation to their management plans.

New nuclear power stations will form part of the UK's low-carbon energy mix and the level of carbon emissions from nuclear is low when compared with those from fossil fuels and comparable to those from renewable technologies. Life cycle analyses of the complete nuclear fuel cycle from uranium mining and processing to waste disposal are cited in the Nuclear White Paper and in the Regulatory Justification decisions on the EPR and AP1000 reactors, copies of which were placed in the Library of the House.

To ask the Secretary of State for Energy and Climate Change what steps he is taking to provide a regulatory framework that encourages the construction of greater gas storage capacity.
The GB regulatory framework is already encouraging the construction of greater gas storage capacity: two fast-cycling storage facilities have recently been completed, and two more are currently under construction. These facilities will increase current capacity by 20% and almost double daily deliverability rates from GB storage. There are a further 10 gas storage projects with planning consents in place that would provide more than double existing capacity if built.
The Planning Act 2008 established a regime for consideration of Nationally Significant Infrastructure Projects in England and Wales, including large-scale onshore gas storage facility projects. This regime provides greater certainty for developers on when their projects will be determined.
The Government recently reviewed the case for changes to the regulatory regime to encourage more gas storage. We announced in September of last year that the energy security benefits did not sufficiently outweigh the significant costs which could have amounted to £750 million over 10 years, and so we would not be taking forward any of the options considered in the review. To ask Her Majesty’s Government what plans they have to extend the 13-week storage requirement for electrical equipment under the Waste Electronic and Electrical Equipment Regulations.[HL4114]
There are no restrictions under the Waste Electrical and Electronic Equipment (WEEE) Regulations on the length of time for WEEE storage and there are no plans to review storage periods. However, the Environment Agency may set additional site specific restrictions as part of any waste management licence or exemption.
