The Department for Education does not conduct air quality testing in schools. Under the Control of Asbestos Regulations 2012, the employer – either the local authority or the school – has clear responsibilities to manage asbestos-containing materials in schools safely. The regulations include a requirement that exposure to asbestos fibres is reduced to a level that is as low as reasonably practicable.
The condition of asbestos containing materials can be monitored by visual inspection and by checking for any signs of damage. In some cases the employer may arrange for air sampling to be done to establish the levels of asbestos fibres.

The annual roadworthiness tests include a test for diesel smoke, using an opacimeter, which is intended to detect a diesel particulate filter that has suffered a mechanical failure or which has been removed from a vehicle. The department has amended the MoT testers’ manual so as to include a visual check to confirm that a diesel particulate filter is present where one was fitted as standard by the vehicle manufacturer. The Food Standards Agency (FSA) advises that the following local authorities did not report any food standards sampling in 2012-13 via the Local Authority Enforcement Monitoring System (LAEMS):
Armagh
Birmingham
Blackburn
City of London
Leicester City
Rochdale
Rutland
South Lanarkshire
Swindon
All of these authorities reported microbiological samples via LAEMS in 2012-13 and/or reported food standards sampling through a separate FSA-funded project.
A table has been placed in the Library which shows how many food standards samples each local authority reported via LAEMS in 2012-13, together with a comparison against the number reported in 2011-12 and how many food standards samples each local authority reported through a FSA-funded project.
All of the reported food standards samples were official samples and would have been submitted to the local authority's appointed Public Analyst for analysis. Out of 22,055 food standards samples in 2012-13, 4,387 were funded by the FSA, all other food standards samples would have been paid for by the local authority. By comparison, in 2011-12, the FSA funded 5,072 out of 21,970 food standards samples.
For some local authorities, the FSA funded sampling figure is larger than the number included in the LAEMS report. The difference will be due to the LAEMS reports only including samples for which the analytical result was received from the Public Analyst before 31 March 2013.

To ask the Secretary of State for Health what recent discussions his Department has had with NHS England on commissioning BRCA1/2 gene testing for women with ovarian cancer.
There have been no recent discussions between the Department and NHS England on commissioning BRCA1/2 gene testing for women with ovarian cancer. However, NHS England advises that this issue has recently been put to its specialised gynaecology Clinical Reference Group. The National Clinical Director for Cancer has asked the Group to scope out what the issues are in order to inform NHS England.

The negotiations on the new Directive have been very successful, in terms of avoiding substantive, potentially inappropriate, changes to the MOT system while enhancing road safety in several areas. There will be changes regarding testing pre 1960 vehicles, and we will discuss options with interested parties in coming months. There will also be minor changes in how test results are provided.

As a result of the effectiveness of our negotiations, the new periodic testing Directive contains no requirement to separate testing and repair functions. The proposal to force separation was successfully opposed, including by the UK Government and UK MEPs. Systems are in place to support testing integrity within the current system and this will continue.

The European Union Commission does not have a role in deciding how to implement the new Directive. We are already compliant with the new Directive in most areas and will implement appropriately in the remaining areas in consultation with all parties impacted by changes.

The Department will be consulting widely on the changes required by the new directive relating to old vehicles with a view to supporting road safety and minimising unnecessary burdens for vehicle owners. This engagement will start in coming months. The new directive regarding technical roadside inspections will be very close to existing practice in Great Britain. If any changes to processes are required these will be adopted after consultation.

I am withholding details of the locations at which Taranis flight trials have taken place for the purpose of safeguarding national security. The Ministry of Defence has no plans to create weapons that operate without human control.
