As set out in the March 2012 Rail Command Paper, the Government’s policy is for a market led approach to rolling stock with flexibility for bidders on the rolling stock solutions.
The commercial and risk position of the ScotRail franchise is a matter for Transport Scotland. The relevant documents are commercially confidential between Transport Scotland and the franchisee and the Department for Transport is unable to comment on whether there is a price advantage as a result of the approach. Price is an important consideration for rolling stock procurement, as are risk transfer to the private sector and flexibility.

The Government does monitor student income and expenditure which helps us to understand how students manage their finances while studying in higher education. It has been a longstanding principle of student support that grants and loans for living costs are generally paid as a contribution towards a student’s living costs rather than to cover them in their entirety.
Eligible students attending full-time undergraduate courses that are designated for student support can apply for fully means-tested Maintenance Grants and loans to help with living costs, 35% of which are based on a student’s household income. Maximum loans for living costs (sometimes known as maintenance loans) have been increased by 3.34% (using the forecast Retail Price Index excluding mortgage interest payments [RPI-X] for 2015/16)

To ask Her Majesty’s Government what is the unit price of each of the F35B aircraft so far purchased by the United Kingdom.
The Department does not release detailed breakdowns of F-35 expenditure or future cost estimates as to do so could undermine its commercial position. However, within previous US Department of Defense (DoD) annual Selected Acquisition Reports (SAR) for the Joint Strike Fighter Aircraft the F-35B variant has previously been estimated as costing: $174 million for aircraft bought within Low Rate Initial Production lot three (LRIP 3), where the UK purchased two aircraft; $163 million for aircraft purchased within LRIP 4, where the UK purchased one aircraft; and $151 million for aircraft purchased in LRIP 7, where the UK purchased one aircraft. These are not the final settlement values as release of this information could undermine future contract negotiations.
Lockheed Martin and Pratt & Whitney have a track record for delivering the airframe and engine below US government SAR estimates with the F-35 unit cost continuing to reduce in line with the aircraft manufacture's predicted cost reduction profile. It should be noted that three of the UK's first four aircraft are instrumented test and evaluation aircraft, which are typically more expensive than operational aircraft.

To ask Her Majesty’s Government what steps they plan to take to ensure that companies which supply electricity will reflect reductions in the cost of fuel in their charges to customers.
All of the major suppliers have reduced their standard variable gas tariffs in recent weeks in response to reductions in the wholesale gas price in 2014, but wholesale electricity prices have not fallen as much over the same period. The price of fixed term deals has continued to fall with the cheapest deal on the market £100 cheaper than the cheapest deal a year ago.
The Competition and Markets Authority has made clear that it will be looking at the relationship between wholesale costs and retail prices as part of its investigation.

The Government supports co-operation in the dairy sector through the development of co-operatives and Producer Organisations (POs). In January 2014 we commissioned a study looking at the critical success factors behind dairy co-operatives working across Europe, including France. The study showed that collaboration has an important role to play in establishing mutual beneficial relationships between all parties across the supply chain. For this reason we have facilitated the uptake of POs in this country. The report is available at www.rannd.defra.gov.uk.

To ask Her Majesty’s Government what is their assessment of the potential impact of minimum unit pricing of 50 pence per unit of alcohol on the cost of living indices.
The government consulted on a proposed minimum unit price of 45p and published an impact assessment which included an estimate of the cost to different levels of drinkers. The impact assessment did not include as assessment at any other level.

quickly to consumers. In addition, we are well on the way to giving 17 of the most rural areas on the UK mainland a 5p per litre fuel duty rebate. The Scottish islands and the Isles of Scilly are already benefiting from this rebate. We continue to monitor price movements closely.

My Lords, I thank the Minister for that reply. I was particularly glad to hear that the fuel rebate scheme is extended to remote areas of the UK. As my noble friend will be aware, though, the cost of travelling to work in rural areas—in places such as where I live in Gloucestershire—is 24% more than if you are travelling in urban areas. I was wondering if she would be able to extend this fuel rebate system so that it could cover areas such as where I live, where there are relatively higher fuel costs, which also affects people on lower incomes.

My noble friend is of course right to raise the issue of people living in rural areas. There are a number of factors that account for fuel price differences in rural areas. Often as not, the transport costs are higher and there are fewer competitors in rural areas. My noble friend is right to raise this, and we have spoken to energy companies to ensure that where they can pass on the price reductions they are doing so, so that no one is left out in benefiting from reduced pricing.
