NHS England currently has no plans to ask the Department to consider making any changes in respect of those provisions of the National Health Service (Pharmaceutical and Local Pharmaceutical Services) Regulations 2013, as amended, that relate to dispensing appliance contractors. If NHS England were to undertake a review of the regulatory arrangements concerning dispensing appliance contractors, it would take account of a range of factors including the views of patients, consumers and business.

There are currently no plans to implement the risk pool or risk pool levy in 2015 or later. The Department may review the implementation of a risk pool position at a later date once there is a better understanding of the Commissioner Requested Services market.

The Health and Social Care Act 2012 requires independent providers to hold a licence from 1 April 2014. Therefore, no licences were issued before that date.
In 2014, Monitor issued 102 licences to independent providers. In 2015 to date, five licences have been issued.

The shale gas industry has made a commitment to the Community Engagement Charter, co-ordinated by its representative body UK Onshore Oil and Gas, which includes a commitment to provide benefits to local communities at the exploration/appraisal stage of a minimum £100,000 per well site where hydraulic fracturing takes place.
The Infrastructure Act 2015 introduced a range of further requirements that must be met before an operator can carry out hydraulic fracturing. Once these provisions come into force, the Government will not issue a hydraulic fracturing consent unless satisfied that a scheme is in place to provide financial or other benefit for the local area.
A Sovereign Wealth Fund would ensure that revenues from shale gas and oil are put to good use. Proposals will be brought forward in the next Parliament.

The Human Fertilisation and Embryology Authority (HFEA) has informed us that it has been advised by the Medicines and Healthcare products Regulatory Agency (MHRA) that medical devices manufactured and used within the same healthcare institution without having been transferred to a different legal entity do not come within the scope of the Medical Devices Directives referred to, and do not therefore need to be CE marked.
I have nothing further to add to my previous answer of 20 February 2015, HL4711, regarding HFEA licencing conditions and guidance in relation to the use of CE marked and non-CE marked products.

Partnerships of this kind can make a valuable contribution to improving animal welfare. There are other examples where industry, animal welfare or animal keeping representative groups have provided local authorities with advice or training in relation to animal welfare work. We are pleased that this particular industry is working closely with local authorities, and the City of London specifically, to improve the quality of inspections and look forward to seeing welfare improvements as a consequence.
