I am not sure which group the question is referring to. It is not normal practice to publish the minutes of Government meetings.

The National Institute for Health and Care Excellence (NICE) has advised that it does not classify information about appraisal committee attendees in the format requested.

Based on NICE’s assessment of attendees’ job titles, the breakdown of attendees across its four committees responsible for developing technology appraisals for the years 2012-14 was as follows:

I have had meetings with the Chair or members of the Parades Commission on twelve occasions during the course of the past two years.

I regularly meet the First Minister and Deputy First Minister to discuss a range of issues and will continue to do so. I most recently met them at the Joint Ministerial Council on Monday 15 December 2014.

This government has pursued an ambitious transparency agenda and has released more information and data than any before it. As part of this, Government publishes details of who Ministers are meeting. However there is an appropriate balance to strike and there is nothing to add to the answers of 2, 5 and 8 December 2014.

My right hon. Friend the Secretary of State for Defence has not met Lord Lingfield since July 2014.

There is no fifteen day turnaround period when handling requests for meetings. Under normal circumstances, urgent requests from hon. Members for a meeting with the Secretary of State are dealt with in a timely manner.

In this instance, the hon. Member’s office contacted the Department’s National Helpline but was not put through to the Secretary of State’s Private Office.

Officials have apologised to the hon. Member’s office for this, and for the delay that resulted, and officials have assured me that it will not happen again.

No specific guidance has been given to trusts on the timing and manner of publication of agendas for board meetings. However, last year the NHS Leadership Academy published The Healthy NHS Board 2013 - Principles for Good Governance, which advises on wider governance arrangements for trust boards, including board agenda planning and management.

Home Office Ministers have meetings with a wide variety of international partners, as well as organisations and individuals in the public and private
sectors, as part of the process of policy development and delivery. Details of these meetings are passed to the Cabinet Office on a quarterly basis and are subsequently published on the Gov.uk website: http://data.gov.uk/dataset/ministerial-data-home-office.

National Health Service trust boards and all other NHS boards are required to hold their meetings in public. The Public Bodies (Admission to Meetings) Act 1960 sets out the requirement for most NHS bodies to have their meetings in public. NHS foundation trusts and clinical commissioning groups are governed by the NHS Act 2006 (as amended by the Health & Social Care Act 2012), which sets out similar requirements for these bodies.

The public body may exclude the public from a meeting where publicity would be prejudicial to the public interest by reason of the confidential nature of the business of the body or for other special reasons as decided by board resolution.

The central cost of holding Cabinet in Aberdeen was £1,800. This is a considerable reduction on regional Cabinet meetings under the previous administration, which cost between £50,000 and £100,000. Departments and agencies will also have incurred costs in terms of travel, staff time and other support. The cost of any security provided by the police is a matter for the relevant police force.

Holding Cabinet meetings in different parts of the UK allows Ministers to hear at first hand the views of people in different areas, and Ministers visited various locations in the region following the meeting.

The Minister of State (Norman Lamb) has met Dr Anthony Marsh on two occasions in the last three years to discuss the East of England Ambulance Service NHS Trust (EEAST) - 11 June 2013 and 24 January 2014.

The Parliamentary Under Secretary of State (Earl Howe) has met Dr Marsh on the following occasions in the last three years:

- 12 September 2012 at a meeting of the Ministerial Steering Group on Emergency Services Collaboration;

- 12 October 2012 at a meeting of the National Ambulance Service Network to discuss national issues;

- 6 November 2012 to discuss the West Midlands Ambulance Service NHS Trust;

- 10 April 2013 to discuss national ambulance policy and Dr Marsh’s review of the governance of EEAST;

- 30 May 2013 during a visit to EEAST, to discuss Dr Marsh’s review of the governance of EEAST;

- 11 June 2013 when Earl Howe hosted a meeting for local Members of Parliament to discuss EEAST. Dr Marsh was present at the meeting;

- 31 October 2013 to discuss national ambulance policy and issues relating to EEAST;

- 21 January 2014 to discuss winter pressures on ambulance performance nationally, and to provide an update on EEAST actions;

- 11 February 2014 to discuss EEAST performance with local Members of Parliament;

- 8 July 2014 to discuss EEAST performance; and

- 17 July 2014 (via phone call) to discuss national ambulance policy.

The Parliamentary Under Secretary of State (Dr Daniel Poulter) attended EEAST’s Long Service and Excellence Awards on 9 May 2014 to present awards. Dr Marsh is likely to have been present at the event.

Departmental officials are likely to have been present at the Ministerial meetings. Departmental officials have also met Dr Marsh separately on the following occasions:

- 19 April 2013 (via phone call) to discuss EEAST;

- 20 November 2013 to discuss EEAST; and

- 30 June 2014 - Department of Health officials, together with Department for Communities and Local Government officials, facilitated a meeting between the Chief Fire Officers Association and the Association of Ambulance Chief Executives (AACE). Dr Marsh was present at this meeting as Chair of AACE. The meeting focused on progressing co-responding between the fire service and ambulance services across the country.

As the Minister with responsibility for the Children’s Social Care Innovation Programme, I have attended the majority of meetings on the Innovation Programme at which Ministers have been present. These meetings have covered a wide range of issues in relation to the programme.

The first meeting about the Innovation Programme was held with my right hon. Friend, the Minister of State for Schools, in May 2013. The majority of meetings on the Innovation Programme since then have been the regular internal meetings I have with the programme team-to date, we have had over 10 such meetings.

Meetings about the Innovation Programme at which Ministers have been present which involved people other than staff of this Department include, for example, a

workshop I held with senior officials from across Whitehall to make the best of their experience and encourage coherence in terms of government programmes; several meetings with Councillor David Simmonds, Chair of the Local Government Association’s Children and Young People Board; a meeting between my right hon. Friend, the Secretary of State for Education and a meeting with young people and staff from Daybreak Family Group Conferences.

There have been a number of meetings on other topics at which I, and other Ministers in this Department, have taken the opportunity to discuss the Innovation Programme.
