To ask the Secretary of State for Work and Pensions, how many people in Peterborough constituency received a cold weather payment in the last 12 months for which records are available; and if will he make a statement.
To ask the Secretary of State for Work and Pensions, how many people in Peterborough constituency received a cold weather payment in the last 12 months for which records are available; and if will he make a statement.
The Cold Weather Payment scheme is administered at weather station level rather than any other standard GB geography such as constituency level. The coverage area for each weather station is determined by the Met Office which assesses the most appropriate weather station for each postcode area. Cold weather payments are triggered when the average temperature recorded at the weather station has been recorded as, or is forecast to be, 0oC or below over seven consecutive days.
The constituency of Peterborough covers all or part of the postcode areas PE1-PE8 and PE13. Postcode areas PE1 to PE8 are covered by Wittering weather station. There have been no cold weather payments paid in this area in the last 12 months (to 27th February 2015).
PE13 postcodes are covered by Marham weather station. Qualifying individuals living in this area will have received a payment in respect of a seven-day period of cold weather from 17th-23rd January 2015. No other payments were triggered in Marham in the last 12 months. Marham weather station covers the postcode areas of CB6-CB7, IP24-IP28, PE12-PE14 and PE30-PE38. We estimate that 23,800 payments were made in this area as a whole in respect of the January 2015 trigger. We are not able to break this figure down to a lower level.
Notes
1. The number of payments made is not necessarily the total number of individuals benefitting from a Cold Weather Payment. Any individuals making a joint claim for one of the qualifying benefits, such as a couple living together, will receive one payment between them rather than one payment each.
2. Individuals in receipt of Pension Credit are usually eligible for Cold Weather Payments. In addition those on Income Support, income-based Jobseeker’s Allowance, income-related Employment and Support Allowance or Universal Credit may be eligible for Cold Weather Payments if they are in receipt of certain disability benefits, have a disabled child, or a child under the age of five.
3. The number of payments given here is an estimate as information on the exact number of payments made is not readily available. These figures are produced by determining the volume of eligible recipients in each weather station area at the start of the winter season and using these figures throughout the winter to estimate payments and expenditure based on the actual triggers recorded.

To ask the Secretary of State for Defence, for what reasons his Department does not plan to give evidence at the planning inquiry in respect of wind turbines and precision approach radar at French Farm, French Drove, Thorney near Peterborough in March 2015.
To ask the Secretary of State for Defence, for what reasons his Department does not plan to give evidence at the planning inquiry in respect of wind turbines and precision approach radar at French Farm, French Drove, Thorney near Peterborough in March 2015.
The Ministry of Defence (MOD) previously objected to the French Farm Extension proposal because the development would cause unacceptable interference to the Precision Approach Radar at RAF Wittering.
The applicant submitted a technical proposal to mitigate the unacceptable affects of the proposed development on the ATC radars at RAF Coningsby, RAF Waddington and RAF Wittering. The proposal was accepted by the MOD in 2014.
The MOD informed the Planning Inspectorate of its position on 30 January 2015 and the Planning Inspectorate has confirmed that the MOD will not be requested to attend the Public Inquiry.

To ask the Secretary of State for the Home Department, how many individuals have been supported with accommodation under the auspices of the National Asylum Support Service in Peterborough constituency in each quarter since May 2010; and if she will make a statement.
To ask the Secretary of State for the Home Department, how many individuals have been supported with accommodation under the auspices of the National Asylum Support Service in Peterborough constituency in each quarter since May 2010; and if she will make a statement.
The National Asylum Support Service was disbanded in 2006. Asylum support is now managed through regional asylum teams.
Support may be provided under section 95 of the Immigration and Asylum Act 1999 to asylum seekers who would otherwise be destitute until their asylum claim is determined. Section 95 support can be provided as both accommodation and subsistence, or accommodation or subsistence only.
The numbers of asylum seekers in receipt of support are available broken down by Local Authority. The following table shows the number of asylum seekers in receipt of Section 95 support in Peterborough Local Authority as at the end of each quarter since the end of March 2010 to June 2014.
The numbers of asylum seekers in receipt of section 95 support, broken down by Local Authority, are published on a quarterly basis by the Home Office in Table as_16_q of the Immigration Statistics release .The copy of the latest publication (Immigration statistics, April to June 2014 ) is available on the Gov.UK website:
To ask the Secretary of State for Health what steps his Department is taking to reduce premature mortality from respiratory disease in Peterborough constituency.
To ask the Secretary of State for Health what steps his Department is taking to reduce premature mortality from respiratory disease in Peterborough constituency.
The “NHS Outcomes Framework 2014/15” sets out the Department’s priority areas for the national health service. It includes reducing deaths from respiratory disease as a key indicator and highlights the need to reduce unplanned hospital admissions due to asthma.
The Mandate for NHS England, set by the Government, requires NHS England to improve outcomes, including the prevention of premature deaths from respiratory disease and to support people with long-term conditions.
Clinical commissioning groups (CCGs) plan, develop and improve local NHS services for their population, taking into account local priorities. We are advised by NHS England that reducing premature mortality from respiratory disease is included in one of Cambridgeshire and Peterborough CCG’s key priorities—reducing coronary heart disease. Activity is concentrated in the more deprived areas of Cambridgeshire, including Peterborough.
To ask the Secretary of State for the Home Department what steps she is taking to reduce incidents of domestic abuse and violence against women in Peterborough; and if she will make a statement.
To ask the Secretary of State for the Home Department what steps she is taking to reduce incidents of domestic abuse and violence against women in Peterborough; and if she will make a statement.
The coalition Government has made the tackling of violence against women and girls a high priority. Our approach is set out in our strategy, ‘Call to End Violence Against Women and Girls’ published in November 2010, together with a supporting Action Plan. A revised version of the Action Plan was published in March 2014 and contains 150 actions across Government departments.
For the first time, this Government has put stable funding in place, ring-fencing nearly £40 million for specialist local domestic and sexual violence support services, rape crisis centres, and national helplines. This includes £20,000 funding provided by the Home Office for the provision of an Independent Domestic Violence Adviser at Peterborough City Council, and £10,000 to the Cambridgeshire Sexual Assault Referral Centre, and £30,000 per financial year 2011-2014, increased to £45,000 for 2014/2015 and 2015/2016, provided by the Ministry of Justice to Peterborough Rape Crisis.
This Government is committed to driving improvements in the police response to victims of domestic violence. That is why, last September, the Home Secretary commissioned Her Majesty’s Inspectorate of Constabulary (HMIC) to conduct an all force review of domestic violence. HMIC published its findings on 27 March 2014 and highlighted serious failings in the police response. In response to the review, the Home Secretary is leading a series of measures to improve the police response. This includes establishing a new National Oversight Group, which she chairs and on which I sit. The Home Secretary has also written to all chief constables making it clear that the police must make significant improvements and that every police force, including Cambridgeshire Police, must have an action plan in place by September 2014 to address HMIC’s findings.

Letter from Glen Watson dated June 2014:
As Director General for the Office for National Statistics, I have been asked to reply to your recent Parliamentary Question asking the Minister for the Cabinet Office, what the average weekly gross earnings of (a) men, (b) women and (c) people in full time employment in Peterborough was (i) in cash terms and (ii) at constant prices in each year since 2006-07 (200316).
The Annual Survey of Hours and Earnings (ASHE), carried out in April each year, is the most comprehensive source of earnings information in the United Kingdom. Weekly levels of earnings are estimated from ASHE, and are provided for employees on adult rates of pay, whose earnings for the survey pay period were not affected by absence. Figures relate to employee jobs, which are defined as those held by employees and not the self-employed.
I attach a table showing median gross weekly earnings for men, women and full-time employees in Peterborough between April 2006 and April 2013, in current and constant (2013) prices.

Employee jobs are defined as those held by employees and not the
self-employed. Figures relate to employees on adult rates whose pay for
the survey pay-period was not affected by absence. ASHE is based on a
1% sample of jobs taken from HM Revenue and Customs' Pay As You Earn
(PAYE) records. Consequently, individuals with more than one job may
appear in the sample more than
once. 2 2011 results based on Standard Occupational Classification 2000. 3 2011 results based on Standard Occupational Classification 2010. 4 Estimates for years prior to 2011 are based on SOC 2000 and estimates for years after 2011 are based on SOC 2010. Figures are only considered to be directly comparable if they are based on the same SOC. Notes: Guide to quality: The coefficient of variation (CV) indicates the quality of a figure; the smaller the CV value, the higher the quality. The true value is likely to lie within +/- twice the CV—for example, for an average of 200 with a CV of 5%, we would expect the population average to be within the range 180 to 220. Key CV <= 5% * CV > 5% and <=10% It has not been possible to calculate the coefficients of variation for the constant price earnings estimates. The Consumer Prices Index has been used to deflate the ASHE earnings estimates. Source: Annual Survey of Hours and Earnings (ASHE), Office for National Statistics |
