In October 2014, Defra commissioned the Small Business Research Initiative (SBRI) project on biodegradable plastic carrier bags – solutions through innovation. The project is contracted to the plastic packing manufacturer Aquapak Polymers Ltd, and is due to report in December this year. The project is testing the biodegradability of a hydrophilic polymer under simulated composting and anaerobic digestion conditions, and in experiments simulating natural conditions, and testing the impact on aquatic life.

To ask the Secretary of State for Business, Innovation and Skills, what assessment he has made of the effect on the competitiveness of different construction materials competing in the same downstream markets of the EU Emissions Trading System.
The analysis underpinning the UK Government’s position on the EU Emissions Trading System has considered the impact on the competitiveness of those sectors that compete in the same markets such as construction. We continue to engage proactively with industry as Phase IV discussions continue and welcome any research or evidence on the competitiveness impacts.

The Intellectual Property Office (IPO) estimates that 5% of global graphene patent documents published between 2005 and 2014 have coverage in the UK (in that they are applications to the IPO or the European Patent Office (EPO) with effect in the UK, but were not necessarily filed by UK applicants).
In the same period, UK applicants were responsible for filing 1% of published global graphene patent applications worldwide.

To ask the Secretary of State for Communities and Local Government, what steps his Department is taking to prevent the use of fraudulent roofing materials in the building of new houses.
Building Regulations require that building work is carried out with adequate and proper materials which are appropriate for the circumstances in which they are used. Building control bodies are responsible for checking compliance as with any other Building Regulations’ requirements. In addition, if a building material is covered by a harmonised European standard, the requirements of the European Construction Products Regulation will apply. This Regulation is enforced by local authorities (trading standards in England, Scotland and Wales and District Councils in Northern Ireland).

Following the steel summit held on 16 October, we have set up a working group which I chair to look specifically at the public procurement related issues facing the steel industry, and to drive forward solutions.
This group has representation from government and industry, andamongst the topics for discussion will behow steel standards could be integrated into procurement processes.
