To ask the Secretary of State for Foreign and Commonwealth Affairs, what his policy is on the imposition of sanctions on the Burundian government.
The UK has led efforts to put into place sanctions against four human rights offenders in Burundi . Should Burundi continue to refuse to engage in dialogue and the political and security situation continue to deteriorate, we will push for further international sanctions against those blocking progress towards peace.

The Government already has the power to deny entry to individuals from the UK where their presence is not considered conducive to the public good, and separately, to freeze individuals’ UK assets provided that certain conditions are met.

EU sanctions have been imposed on Russia for its illegal annexation of Crimea and ongoing aggression and destabilisation of eastern Ukraine. The UK Government supports human rights defenders and holds the Russian Government to account, publicly and privately, when it fails to fulfil its international commitments to promote and protect human rights. For these reasons Russia also featured as a Priority Country in the annual FCO Human Rights Report released in April 2016. I also raised human rights issues with Russian Deputy Foreign Minister Titov on my last visit to Moscow in December 2015.

The Treasury does not routinely hold information regarding ownership of UK assets.
My hon. Friend makes the important point that the Russian trade embargo has exacerbated the challenges facing the dairy sector and others, such as the pig sector. However, we put in place sanctions against Russia because of its totally
unacceptable conduct against Ukraine and its incursions into Ukrainian territory. It is important that we show solidarity with other European countries and do not accept how Russia has behaved towards Ukraine.

All decisions to designate and lift EU listings are made by the EU Council. The underlying evidence to support a designation or propose a delisting is made available to the Council and held on file.
The Council decides collectively on the sharing of information externally. Member States are bound by a duty of professional secrecy with respect to Council documents unless they have been made publicly available, as set out in the Council's Rules of Procedure. In this case, they have not been made public.
Professional secrecy maintains non-disclosure of the identity of the proposing Member State and limits the scope for third countries to play divide and rule with the EU's sanctions policy.
