To ask Her Majesty’s Government whether they have given any consideration to suspending aid to the Palestinian Authority in the light of its decision to transfer over £85 million a year to the Palestine Liberation Organisation for the purpose of paying salaries to convicted terrorists imprisoned in Israel.

DFID is currently reviewing all its programmes following the publication of the updated Official Development Assistance strategy last year. DFID provides financial support to the Palestinian Authority (PA) to help deliver peace and support progress towards a two state solution. DFID funding helps build Palestinian institutions and promotes economic growth so that any future Palestinian state will be a prosperous and effective partner for peace. UK funding to the PA is for vetted civil servants only.
The PA has reaffirmed that prisoner payments are administered by the Palestinian Liberation Organisation. We continue to lobby that the payments to prisoner’s families are more transparent and needs-based.

To ask Her Majesty’s Government whether it is their policy that the other members of NATO have a responsibility to ensure that Turkey only uses proportionate force when dealing with insurgents and alleged terrorists; and whether they intend to call for discussions about that issue amongst NATO members.
To ask Her Majesty’s Government whether it is their policy that the other members of NATO have a responsibility to ensure that Turkey only uses proportionate force when dealing with insurgents and alleged terrorists; and whether they intend to call for discussions about that issue amongst NATO members.
Turkey is a North Atlantic Treaty Organisation (NATO) ally and valued security partner for the UK. All countries, including NATO Allies, have a responsibility to use proportionate force when dealing with insurgents and alleged terrorists. We have no plans to call for discussion about that issue amongst NATO members.

The Government is working with Ireland to better safeguard our citizens from international terrorism by strengthening the external border of our shared Common Travel Area (CTA).
There is a high level of collaboration on a joint programme of work which includes, investment in border procedures, increased data sharing to inform immigration and border security decisions, interoperable passenger data systems, including the collection and processing of Advance Passenger Information (API) on intra and extra CTA routes, and harmonised visa policy and processes.

To ask the Secretary of State for Foreign and Commonwealth Affairs, if he will press to agree a definition of the term foreign fighter with his EU counterparts.
I and the Home Secretary, my Rt Hon. Friend the member for Maidenhead (Mrs May), have been actively working with our EU counterparts to agree an appropriate definition of the term foreign fighter. All member states agree on the need to tackle this threat and the Presidency is seized of the importance of agreeing a definition within the coming months.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what steps he has taken to encourage US-based IT companies to make customer use data available to UK intelligence services to help tackle international terrorism.
The Government works with IT companies around the world to ensure that we have the information required to tackle threats to the UK.
UK law grants warrants issued in pursuit of such data extra-territorial jurisdiction. The Government is also in the process of negotiating a bilateral agreement with the US which will aid the ability of US companies to respond to UK warrants.
To ask the Secretary of State for the Home Department, what progress has been made in rolling out Project Griffin to security managers in the private sector and what budget has been provided to the National Counter Terrorism Security Office to promote Project Griffin.
To ask the Secretary of State for the Home Department, what progress has been made in rolling out Project Griffin to security managers in the private sector and what budget has been provided to the National Counter Terrorism Security Office to promote Project Griffin.
Project Griffin is the national counter-terrorism awareness initiative for business produced by the National Counter Terrorism Security Office (NaCTSO) to protect our cities and communities from the threat of terrorism. Since 2004, Project Griffin has held briefing events to increase public and staff awareness of how best to reduce and respond to the most likely types of terrorist activities.
In 2015-16 these events were delivered to around 100,000 individuals. On 20 April, NaCTSO launched a new Griffin initiative to offer organisations the opportunity to self-deliver this training, and further increase awareness.
The National Counter Terrorism Security Office is funded from the Counter Terrorism Policing Grant. We do not provide breakdowns of this funding for security reasons. As well as the work of the National Counter Terrorism Security Office, Project Griffin is promoted through a variety of other mechanisms including by police Counter Terrorism Security Advisers and Counter Terrorism Awareness Advisers, who are employed in every region to raise awareness with businesses of the terrorist threat, appropriate responses to take, and mitigation measures

To ask Her Majesty’s Government what dedicated and expert resources they have in each department to support bereaved families and survivors in the event of a terrorist attack.
The Government, law enforcement, and the security and intelligence agencies work tirelessly to prevent terrorist attacks wherever possible. Resources are in place for the provision of general and specialist support for those affected by terrorist attacks either in the UK or abroad, including bereaved families and survivors.
A range of medical, psychological, liaison, and compensation support arrangements can be provided suited to the specific circumstances.
Our approach is set out below.
Support for victims of terrorism overseas
The Foreign and Commonwealth Office provides support during any crisis overseas, including a terrorist attack, ensuring that the government responds effectively to deliver rapid and professional assistance to British nationals affected. The crisis centre in London can bring together teams of more than a hundred people from across government to coordinate a response and can call on trained staff to both bolster the team in London and be deployed to the country affected. This includes consular support to survivors and to families of victims, working with police family liaison officers and overseas authorities to provide support, assistance and information.
Immediately after the 2015 terrorist attack in Sousse, the Prime Minister established an ad hoc Ministerial Committee to coordinate support from across government to all British Nationals that were affected. The Committee has oversight of arrangements for the memorial service (which took place on 12 April), a physical memorial, compensation and a programme to provide support for those experiencing mental health difficulties.
Support for victims of terrorism in the United Kingdom
In the event that an attack were to take place in the UK, bereaved families and survivors are entitled to support and services under the Code of Practice for Victims of Crime; this is published by the Ministry of Justice and can be accessed online at: https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/476900/code-of-practice-for-victims-of-crime.PDF. This includes access to medical support and any specialist support such as psychological support. Families and victims are able to access these directly without a referral.
The Victim Information Service provides advice for victims of terrorism. This can be accessed online at www.victimsinformationservice.org.uk/im-victim-terrorist-attack/ or by phone on 0808 168 9293.
Government funding is also provided for the national Homicide Service and a number of smaller organisations to support those living in England and Wales bereaved by murder or manslaughter, whether committed here or abroad which includes those bereaved by terrorism.
Compensation
The Criminal Injuries Compensation Authority administers both the Criminal Injuries Compensation Scheme and Victim of Overseas Terrorism Compensation Scheme, which provide compensation to victims of terrorist attacks in the UK and of designated terrorist attacks overseas.
Northern Ireland-related terrorism
Responsibility for dealing with Northern Ireland-related terrorism rests with the Secretary of State for Northern Ireland and, for that reason, this answer does not cover Northern Ireland-related terrorist attacks in Northern Ireland. The response does however, cover any Northern Ireland-related terrorism in Great Britain.

The Ministry of Defence has been involved in four joint exercises related to nuclear incidents with the US National Nuclear Security Administration in the last 12 months. This included Exercise DIAMOND DRAGON 2015, a joint UK/US nuclear emergency exercise testing our response to an emergency involving US aircraft carrying US nuclear weapons in the UK. The other three exercises focused on countering nuclear terrorism.

UK aid to the Palestinian Authority (PA) is subject to rigorous scrutiny, with safeguards in place to ensure its being used for proper development purposes. Our financial assistance to the PA is used to pay the salaries of civil servant and pensioners. Our support is provided through a multi-donor trust fund administered by the World Bank, which carries out close monitoring of PA expenditure. Only named civil servants from a pre-approved EU list are eligible, and the vetting process ensures that our funds do not benefit terrorist groups. The process is subject to independent auditing.

I utterly condemn the attack which took place on Easter Sunday in Lahore, Pakistan.
The UK continues to stand with Pakistan in tackling terrorism, and the extremism that sustains it. In the immediate and long term, we are working with Pakistan to increase its ability to detect and disrupt improvised explosive devices, and to support capacity building and reform of the civilian criminal justice system so that those responsible for attacks are held to account in line with international standards on human rights. We also support Pakistan to confront extremist narratives and address the root causes of extremism and terrorism.
