To ask the Secretary of State for Transport, when the Sheffield to Rotherham tram-train trial will start.
To ask the Secretary of State for Transport, when the Sheffield to Rotherham tram-train trial will start.
The current programme shows the start of passenger services between Rotherham Parkgate and Sheffield city centre in early 2017.
The very nature of the trial means that we are pushing on the envelope of known standards and interfaces between heavy and light rail systems and some technological issues have been significant. However, a key objective of the project is to provide a template for future schemes in other cities that will then allow much quicker and cost effective implementation of a system where the lower cost of operating tram trains on heavy rail routes will deliver long term reductions in opex and capex along the lines of Sir Roy McNulty’s findings.
To ask the Secretary of State for Transport, what assessment he has made of the potential merits of extending the use of trams to increase low-carbon travel.
To ask the Secretary of State for Transport, what assessment he has made of the potential merits of extending the use of trams to increase low-carbon travel.
In the right circumstances, this Government supports light rail and other types of urban transit. They can play an important role in our local transport networks, help reduce congestion, reduce carbon emissions and increase low carbon travel. Introducing a light rail system is a local matter for the relevant local authority and Local Economic Partnership to consider based on their needs and funding priorities.
To ask the Secretary of State for Transport, what plans he has to include travel on trams in the pensioners' bus pass.
To ask the Secretary of State for Transport, what plans he has to include travel on trams in the pensioners' bus pass.
The statutory minimum entitlement of the English National Concessionary Travel Scheme pertains to bus travel only and, given the current financial climate, there are no plans to extend the statutory scheme to include travel on any other mode of transport.
However, local authorities have the power to offer additional local concessions, which allows far more flexibility than would be the case with a blanket statutory enhancement.
Indeed, figures for 2015/16 show that 87 of the 89 Travel Concession Authorities (TCAs) outside London do offer some form of discretionary concession to their residents.
I will look carefully at the point that the hon. Lady raises. We are very proud to have kept all our promises to pensioners, not least the triple lock promise. With such low inflation—the figures out yesterday put it at less than 0%—the triple lock will be vital in giving pensioners a better standard of living. I will look carefully at what she says, but I suspect that it is a decision by Lancashire County Council, rather than a decision for me.

That free travel has been withdrawn due to funding cuts. Will the Prime Minister consider extending the national concessionary travel scheme to not just buses, but trams, which are often easier for older and disabled travellers to use?
