My Lords, turning to appeals against revocation of degree-awarding powers and university title, we introduced amendments during the passage of the Bill in this House which provide additional safeguards around the revocation of degree-awarding powers and university title by clearly setting
out when the OfS can use these powers. This...

My Lords, our reforms are designed to make it simpler for high-quality providers to enter the higher education market, contribute to greater student choice, and ensure that our higher education sector remains innovative and can respond to changing economic demands. However, we have been clear that encouraging new providers cannot...

The Higher Education and Research Bill sets out the most significant legislative reforms of the sector for 25 years. The world of higher education has changed fundamentally since the Further and Higher Education Act 1992, leaving a regulatory system that is complex, fragmented and out of date. The sector has...

With the leave of the House, I wish to say a few words of thanks to Members and others for their contribution to the development of the Bill and, most pertinently for this afternoon’s purposes, for the insightful points made during this debate. We have heard agreement that the Bill...

My Lords, I rather fear that an irresistible force has met an immovable object on this occasion. That is a shame because we have agreed on so much in this part of the Bill and we all agree that the various amendments that have been made have vastly improved the...

To ask the Secretary of State for Education, (a) how many and (b) which universities offer a four-year integrated masters degree course at undergraduate level.
To ask the Secretary of State for Education, (a) how many and (b) which universities offer a four-year integrated masters degree course at undergraduate level.
The Higher Education Statistics Agency (HESA) collects and publishes statistics on enrolments at UK Higher Education Institutions (HEIs). According to HESA’s Student Record, in the academic year 2015/16 there were 163 publicly funded HEIs in the UK, and 99 of these institutions recorded one or more entrants to integrated masters degrees[1] at undergraduate level. The names of these institutions are included in the accompanying table.
[1] An integrated masters degree is identified by the codes M22, M26 and M28 of the ‘courseaim’ field in HESA’s Student Record. Further information on this variable can be seen at https://www.hesa.ac.uk/collection/c15051/a/courseaim/
My hon. Friend raises a very important issue. As we look to the future, we want to ensure that people here in the UK have the skills they need for the economy of the future, and degree apprenticeships will be an important part of that. Companies such as BAE System, which he referred to specifically, have been right at the forefront of developing these new programmes. I am pleased to say that the
apprenticeship levy will take the total investment in England to £2.45 billion, which is double what was spent in 2010. That means more opportunities for young people to gain the skills they need for their future.

Mark Menzies (Fylde) (Con):
In National Apprenticeship Week, it is important to recognise this Government’s commitment to investment, apprenticeships and skills. Will the Prime Minister look at encouraging a greater commitment to degree apprenticeships as part of the Government’s strategy, as championed by businesses in my constituency such as BAE Systems, which has been at the forefront in developing these new programmes through its engineering degree apprenticeship scheme?

My Lords, I come to the campus of this Bill as a fresher, in the footsteps of my noble friend who, by contrast, is competing a postgraduate course. But I have had some taster sessions, listening to the Bill from the Front Bench, and I have read the exchanges in...

My Lords, I thank noble Lords for the opportunity to discuss validation arrangements. We believe that they are essential to a fully functioning higher education sector. We have listened to the concerns raised around the potential for Clause 47 to create a conflict of interest. However, I believe that a...

The noble Lord has set me a task. I will keep my response suitably short, given the lateness of the hour. The Bill amends the Education
Reform Act 1988 to deregulate the prescriptive statutory requirements that apply to higher education corporations in England, while ensuring that the route for FECs...

I am grateful to the noble Lords for the opportunity to speak to this important group of amendments. Once again, I acknowledge the experience of noble Lords who have contributed to this short debate, including my noble friend Lord Norton, who has chaired the Higher Education Commission.

My Lords, my noble friend Lady Goldie has asked me to apologise to the Committee as she has succumbed to her bad cold and I will be in the hot seat for the rest of the evening.

My Lords, I shall be brief as well. It remains our policy that degree-awarding powers cannot be transferred or sold. As now, if a holder of degree-awarding powers was involved in a change of ownership, they would be expected to inform the OfS and demonstrate that they remained the same...

My Lords, I am grateful for the opportunity to explain the provisions on the revocation of degree-awarding powers and university title. I make it absolutely clear that these powers are not intended for frequent use, as I have mentioned before. We see them as a rarely used but necessary safeguard...

My Lords, in moving these government amendments, I look forward to potentially hearing contributions from the noble Baroness, Lady Garden, and the noble Lords, Lord Storey and Lord Stevenson, about the amendments that they have proposed in this group. However, I believe the amendments we have tabled will have a...

I appreciate the contributions from noble Lords in the very short debate after I introduced the government amendments. As we are now proposing that a foundation degree award is covered by the definition of a taught award in Clause 40(3), this puts holders of foundation degree-awarding powers in the same...

My Lords, I wish to respond to Amendments 119, 120 and 121. The Government are committed to encouraging more accelerated degrees and other flexible provision. Indeed, we stated this in our last manifesto and I hope there will be an element of agreement between us on this.
The Bill will level...
