To ask the Secretary of State for Environment, Food and Rural Affairs, what her Department's policy is on the (a) qualifications and (b) training required by inspectors of businesses and individuals selling animals as pets.
To ask the Secretary of State for Environment, Food and Rural Affairs, what her Department's policy is on the (a) qualifications and (b) training required by inspectors of businesses and individuals selling animals as pets.
We are working closely with representatives of local authorities, the pet industry and animal welfare organisations on developing competency standards for animal licensing inspectors as part of the review of local authority animal licensing schemes. The work is at an early stage and will complement the development of new regulations following last month’s publication of Defra’s Next Steps document on animal licensing.

To ask the Secretary of State for Environment, Food and Rural Affairs, how many (a) dogs, (b) cats and (c) ferrets were imported (i) non-commercially under the Pets Travel Scheme and (ii) commercially under the Trade in Animals and Related Products Regulations 2011 into the UK in 2016.
The commercial data was extracted from the Trade Control and Expert System (TRACES) and the pet data was taken from APHA’s system for recording pets entering the UK, based on information provided by pet checkers.
In some cases imports are recorded on TRACES as “Canis familiaris / Felis catus”, so APHA are unable to distinguish between cat or dog imports. These are included on the table in row “Mixed cats/dogs”.

To ask the Secretary of State for the Home Department, how many pets were reported stolen in 2015.
The Home Office holds statistics on notifiable offences recorded by the police. The police record offences of thefts in a number of categories and supply this information to the Home Office. Thefts of pets in general as well as dogs and cats more specifically are most likely to be recorded within ‘other theft’ and cannot be separately identified within this category.

While the Government has not carried out any such studies, as part of our review of the Animal Establishments Licensing Schemes, we are looking into the wider issue of genetic defects in dog breeding and whether steps can be taken to reduce the number of dogs being born with such defects.

Two respondees to our recent consultation on Animal Establishments Licensing Schemes referred specifically to brachycephaly in dogs. In the past, we have also received other representations from individuals about this condition in dogs.

We continue to receive views across the range of the Department’s responsibilities following the outcome of the EU Referendum. Defra will be working on our future policies in this area, liaising closely with other key departments on future support for agriculture, animal welfare, and the food and drink industry. The Government will work with industry and the public to develop these new arrangements.

Defra is currently reviewing the laws on the breeding and selling of pet animals. Earlier this year we held a consultation on a number of proposals for improving the legislation in this area. Later this year we will be publishing a summary of the responses and will then work towards drafting regulations to replace the existing laws.
