To ask the Secretary of State for Business, Energy and Industrial Strategy, if he will publish the total lifetime cost of the Sellafield nuclear waste plant in Cumbria.
The Nuclear Decommissioning Authority publishes the amount spent on decommissioning Sellafield in its Annual Report and Accounts. It also publishes a more detailed figure on the cost of decommissioning the UK’s nuclear sites in the Nuclear Provision section of its website.
The total estimated cost for decommissioning the Sellafield site is £88 billion on an undiscounted basis.

Work is under way to gain a better understanding of these issues as regards research and development, and policy development. The Government is also working with international partners to learn from their experience.
The Government will be in a position to proceed once it is fully confident that a preferred option could be implemented safely and securely, that it is affordable, deliverable, and offers value for money.
To ask the Secretary of State for Business, Energy and Industrial Strategy, what estimate he has made of the cost of (a) emptying the Pile Fuel Storage Pond at Sellafield, (b) full radiological and toxicological decontamination of that pond and (c) conditioning, packaging and final long-term management of the spent...

The safe decommissioning of the Pile Fuel Storage Pond is a priority of the hazard and risk reduction programme at Sellafield. The entire bulk stocks of historic nuclear fuel have now been removed from this nearly 70 year old facility, and the assessed radioactive hazard risk associated with the facility has been reduced by 70%.
The current life time plan budget for emptying the Pile Fuel Storage Pond of fuel and waste, and decommissioning the facility in line with the agreed end state for the Sellafield site is approximately £1bn.
To ask the Secretary of State for Business, Energy and Industrial Strategy, what information his Department holds on when officials from the Office of Nuclear Regulation last met Sellafield trades union leaders from (a) Unite, (b) Prospect and (c) the GMB.
To ask the Secretary of State for Business, Energy and Industrial Strategy, what information his Department holds on when officials from the Office of Nuclear Regulation last met Sellafield trades union leaders from (a) Unite, (b) Prospect and (c) the GMB.
The Office for Nuclear Regulation (ONR) met with safety representatives from the unions on 13 July 2016 as part of preparations for Sellafield’s Annual Regulatory Review. Union leaders were invited to attend and Prospect and GMB were represented at this meeting. ONR regularly interacts with union representatives from Unite, Prospect and the GMB as part of its normal regulatory business, including at site stakeholder and safety representative meetings. The most recent of these interactions attended by a senior Sellafield union representative (Prospect) was on 1 November.
To ask the Secretary of State for Business, Energy and Industrial Strategy, for what reason employees at Sellafield Ltd are treated as being in the private sector for pension purposes and are regarded as being in the public sector for the purposes of a cap on exit payments.
To ask the Secretary of State for Business, Energy and Industrial Strategy, for what reason employees at Sellafield Ltd are treated as being in the private sector for pension purposes and are regarded as being in the public sector for the purposes of a cap on exit payments.
The Government has legislated for a cap on public sector exit payments via the Enterprise Act 2016, as promised in the manifesto. The cap will apply to public sector organisations in line with the Office of National Statistics (ONS) classifications; Sellafield Limited is classified as part of the public sector by the ONS. Sellafield Limited receives the majority of its funding from the Exchequer; it is therefore important to ensure that any exit payments are fair, proportionate and represent value for money for the taxpayer.
The specific pension arrangements for Sellafield Limited employees are a matter for Sellafield Limited and the Nuclear Decommissioning Authority. Government policy on public service pension schemes, as set out in Public Service Pensions: Good Pensions that Last (2011), is to move away from final-salary based schemes. The Government is therefore considering how best to apply public service pension reform policy to the Nuclear Decommissioning Authority estate whilst being mindful of the particular circumstances of the workforce, in particular at Sellafield Limited.
To ask the Secretary of State for Business, Energy and Industrial Strategy, what representations he has received on the application of the cap on public sector exit payments to employees of Sellafield Ltd; and if he will make a statement.

In relation to Sellafield Limited employees, my rt. hon Friend the Secretary of State has received representations, including from employees, employee representatives and Members of Parliament.

On 31 August 2016, my noble Friend the Minister of State for Energy and Intellectual Property, together with my rt. hon. Friend the Chief Secretary to the Treasury, met with members of the senior teams from the Nuclear Decommissioning Authority and Sellafield Limited to discuss the challenges of decommissioning the Sellafield site safely and securely. On 1 September 2016, they visited the Sellafield site to see first-hand the work that the Nuclear Decommissioning Authority (NDA) is doing to manage the civil nuclear legacy safely, securely and responsibly, and saw a number of the resilience and emergency preparedness enhancements which have been made to the legacy ponds and silos.
To ask the Secretary of State for Business, Energy and Industrial Strategy, if he will make an assessment of compliance of operations at Sellafield with regulatory safety standards.

They are answerable to an independent regulator – the Office for Nuclear Regulation (ONR), which sets the standards by which the UK nuclear industry must operate.
We have a strong regulatory system across all nuclear operators in the UK. The ONR operates in line with international standards and the requirements set by the International Atomic Energy Authority (IAEA).
The ONR operates transparently and provides its assessment of standards at nuclear sites in its Annual Report and Accounts, which is laid in Parliament every year. In the latest report, the Chief Nuclear Inspector concluded that nuclear sites have satisfactorily achieved high standards of safety and security, thereby protecting the workforce and the public from harm.
The ONR’s Annual Report and Account sets out in some detail the ONR’s regulatory strategy at Sellafield, which is designed to enable Sellafield Limited to deliver its remediation programmes to reduce hazard and risk on the site, with a particular focus on accelerating safe and secure retrievals from the legacy ponds and silos. The ONR reports that this strategy is helping to secure “evidence-based confidence that the licensee is complying with its statutory obligations and that workers and the public are protected from the hazards of the site”.
To ask Her Majesty’s Government what is their assessment of the BBC Panorama programme broadcast on 5 September concerning safety and its management at Sellafield; whether they plan to take any remedial action in the light of that programme; and if so, what.
To ask Her Majesty’s Government what is their assessment of the BBC Panorama programme broadcast on 5 September concerning safety and its management at Sellafield; whether they plan to take any remedial action in the light of that programme; and if so, what.
The Government disagrees with Panorama’s presentation of safety at Sellafield. The site is a legacy of the UK’s early nuclear programmes. The independent Office for Nuclear Regulation (ONR) has confirmed that it remains safe. The Government’s objective is to decommission its facilities safely, cost-effectively and as quickly as possible. This is an enormously complex task, but we are making significant progress and we expect that to continue.
Our nuclear industry is one of the most highly regulated in the world and the ONR inspects all civil nuclear sites on a regular basis to ensure high levels of safety. The ONR have stated that hazard and risk reduction at Sellafield remains their number one priority, with over 50 highly qualified and experienced inspectors working to ensure the site operates as safely and securely as possible.

Ensuring high standards of nuclear safety and security will always be a top priority for the Government. On Sellafield, I can assure the House that there is no safety risk to site staff or the public, and it is wrong to suggest otherwise.

I thank the Minister for his response. The safety and security of Sellafield are the most important considerations for everyone working at the site. Safety is non-negotiable. As a former third-generation Sellafield worker, I know that the Sellafield workforce are acutely aware of its responsibilities towards the entire community and...

I thank the hon. Gentleman for his response, and I agree with him 100% about the non-negotiability of nuclear safety. There can be no disagreement on that, and I am glad that he recognises the progress being made all the time at Sellafield. I wish to place on record the...
