The Government has an ambitious objective to see 1 million more disabled people in work by 2027. We are committed to supporting long-term incapacity benefit claimants into work.
With effect from April 2017, we introduced the Personal Support Package for claimants on Employment and Support Allowance and Universal Credit throughout the Jobcentre Plus network. This initiative is expanding and improving the help we offer to those with disabilities and health conditions. It offers support for ESA and UC claimants to prepare for, find and enter work, but also ensures that we have enough work coaches and advisers to provide that support.
The Work and Health Programme (WHP) was launched throughout England and Wales on a rolling basis between November 2017 and March 2018 and will provide innovative support for around 275,000 people over five years.
The third set of experimental WHP statistics was published on 30 May 2019, and found that 78% of starts were people with a health condition or disability, 9% were people in an early access priority group and 13% were long-term unemployed. Although it’s still very early in the life of WHP, as of February 2019 3,140 participants had achieved a Job Outcome. From the December 2017 cohort, who had received 14 months of support, 23% have achieved a Job Outcome.
Access to Work continues to offer eligible individuals practical advice and a discretionary grant of up to £59,200 per year to fund support above the level of an employer’s statutory obligation to make reasonable adjustments, and this can communication support at interviews for people moving into work.
The Secretary of State for Work and Pensions announced in December 2018 that we would be investing more than £40m in the new Intensive Personalised Employment Support Programme (IPES), a highly personalised package of support for disabled people who are at least a year away from moving into work. IPES is expected to be in place by the end of 2019 and run for a period of 4 years from the start of the contract. IPES will provide support for around 2,500 starts per year, totalling 10,000 on the programme.

As part of the Employment and Support Allowance (ESA) underpayment exercise we are informing Local Authorities of any new and past awards of income-related ESA where Local Authorities have registered an interest via the relevant system, in line with our business as usual procedures.
We are in the process of developing additional guidance to support Local Authorities to consider further any possible impacts on individuals of the ESA underpayment exercise.

We are not able to make robust estimates of the numbers of cases likely to be due arrears at a local authority level. All estimates are national only.
Local authority breakdowns of numbers of cases that have been paid arrears to date could only be provided at disproportionate cost.
We are focusing our efforts on contacting all potentially affected individuals to ensure they are paid as quickly as possible.

As part of the ESA underpayment exercise we are informing local authorities of any new, past awards of income-related ESA in line with our business as usual procedures; including guidance on treatment of awards for past periods. This will support local authorities to consider any possible impacts of the ESA underpayment exercise and pay any arrears of past Housing Benefit that are due.
Our focus is on paying arrears to claimants in line with the primary legislation.

Local Council Tax Support schemes are designed and operated by individual local authorities. The Government is considering whether individuals being placed on contributory Employment and Support Allowance (ESA), rather than income-related ESA, may have impacted their eligibility for council tax support or council tax benefit and the levels of support granted to them. Subject to the outcomes of this work, the Government will consider the need to produce any specific guidance for local authorities.

It is not possible to provide an estimate of the number of claimants affected, due to differences in the way that these payments are administered and because of the variation in individual circumstances.
For example, some Social Fund Payments, such as Sure Start Maternity Grant and Funeral Expense Payments, have to be claimed. Some claimants on contributory Employment and Support Allowance (ESA) may not have made a claim to the Social Fund at all, while others may have qualified for Social Fund payments through an entitlement to other means-tested benefits such as Housing Benefit and Child Tax Credit.
Cold Weather Payments are paid automatically to those who are entitled and payments may only be made for the most recent winter. However, we are looking at amending the regulations to ensure that those eligible for Cold Weather Payments from December 2017, when we began the ESA underpayment exercise, be paid any arrears that may be due. An estimate of the numbers who may be affected by the change to the regulations could only be provided at disproportionate cost.
