To ask the Secretary of State for Health and Social Care, what steps his Department is taking to promote exercise as a means to enhance the lives of children with cystic fibrosis.
Whilst no assessment has been made of the role of programmes run by not-for-profit organisations or the adequacy of access to exercise programmes in improving the wellbeing of children with cystic fibrosis (CF); the Government very much recognises and values the contribution of the voluntary sector in working locally to support local communities.
For example, the Cystic Fibrosis Trust has launched Activity Unlimited to help everyone with CF to stay active and take control of their physical health and wellbeing. More information is available at the following link:

To ask Her Majesty's Government what assessment they have made of the impact of increasing the amount of physical exercise delivered by schools each day from 30 to 60 minutes.
The UK Chief Medical Officers’ published guidelines in 2011 which recommended that children and young people aged 5-18 should do a minimum of 60 minutes of moderate to vigorous intensity physical activity per day.
It is up to schools to decide what opportunities to offer to pupils to be active, including through a diverse and challenging physical exercise (PE) curriculum that suits the needs of all their pupils. Under the Childhood Obesity Plan the government set an expectation that at least 30 minutes should be delivered in school every day through active break times, PE, extra-curricular clubs, active lessons, or other sport and physical activity events.
The government restated this expectation in the School Sport and Activity Action Plan published earlier this month. A link to the Plan is attached here: https://www.gov.uk/government/publications/school-sport-and-activity-action-plan.
Through the action set out in the plan, the government will support schools to offer high quality PE and activity opportunities and take steps to increase the opportunities outside of school. As part of the plan, the government has committed to raising awareness of the appropriate levels of physical activity for children and young people, to align with updated Chief Medical Officers’ guidance on physical activity which is due in September 2019.
The department will shortly be issuing procurement guidelines on the purchase and installation of multi-use games areas (MUGAs) for schools. MUGAs provide an excellent opportunity to enhance sports facilities for all schools, particularly those with limited outside space. They can be used all year round, increasing the ability of schools to help ensure as much sporting provision as possible.

To ask the Secretary of State for Health and Social Care, what steps his Department is taking to ensure ME clinics and treatment centres are aware of the risks of graded exercises to sufferers of ME.
The National Institute for Health and Care Excellence (NICE) guideline for ‘Chronic fatigue syndrome/myalgic encephalomyelitis (CFS/ME) (or encephalopathy): Diagnosis and management of CFS/ME in adults and children’, was published in 2007 to support clinicians in the diagnosis, treatment, care and support of people with ME. This sets outs evidence-based best practice for the management of people with the condition and assists commissioners in planning services for local populations. The guideline recommended graded exercise therapy as a safe and appropriate treatment for mild to moderate CFS/ME, in line with the best available evidence.
The NICE guideline acknowledges that there is no one form of treatment to suit every patient and that treatment and care should take into account the personal needs and preferences of the patient. Decisions concerning the appropriateness of treatments should be made by on a case by case basis, and in discussion with patients, and their families or carer, if appropriate.
On 20 September 2017, NICE announced its decision to undertake a full update of the guideline following a review of the latest available evidence on the diagnosis and management of CFS/ME and a public consultation. New guidance is expected in October 2020. More information on this update can be found at the following link:

The school food standards define how schools should provide healthy food and drink throughout the school day. Guidance is available for primary schools on how to use the £320 million PE and sport premium. We are also making health education compulsory, which will focus on healthy active living and mental wellbeing.

Does my right hon. Friend agree that it is crucial that we set achievable targets? In that regard, will he praise the golden kilometre initiative from the Mayor of Barnet to get children and young people running or walking for at least a kilometre a day?

I congratulate the mayor on the golden kilometre challenge, which is a very welcome initiative. I believe that every primary school should adopt either the golden kilometre challenge or the non-metric and slightly longer daily mile. Regular exercise is clearly linked to long-term health, which is why the new health curriculum guidance emphasises its importance.

To ask Her Majesty's Government what assessment they have made of the report by Sport England Active Lives Adult Survey November 17/18 published on 11 April; and what steps they are taking to promote physical activity for (1) women, and (2) those from low income, black and South Asian backgrounds.

We are clear that everyone, regardless of their age, background or level of ability, should feel able to engage in sport and physical activity.
The most recent Active Lives survey shows that 62.6% of the adult population of England) are active and hitting the Chief Medical Officer’s guidelines for daily activity. That’s an increase of 498,000 people (0.8%) compared to the previous 12 month period.
However, there are some inequalities which remain with lower levels of participation among certain groups, including women, some black and minority ethnic groups and those from a lower socio-economic background.
By 2021 Sport England will have invested around 25% of its income since 2017 (approximately £120m) specifically in programmes dedicated to tackling inactivity. This includes various targeted programmes, including the Tackling Inactivity and Economic Disadvantage Fund, and campaigns such as This Girl Can which has been developed to get women and girls moving, regardless of shape, size and ability.
To ask the Secretary of State for Environment, Food and Rural Affairs, what measures he is considering to protect livestock from dogs that are being exercised in the countryside on farmland.
To ask the Secretary of State for Environment, Food and Rural Affairs, what measures he is considering to protect livestock from dogs that are being exercised in the countryside on farmland.
There is a range of measures available to the police and local authorities to prevent or respond to dog attacks on livestock. The Dangerous Dogs Act 1991 makes it an offence to allow a dog to be dangerously out of control and this includes in and around livestock. In addition, the Dogs (Protection of Livestock) Act 1953 makes it an offence to allow a dog to worry livestock. The Anti-Social Behaviour, Crime and Policing Act 2014 includes specific powers for police and local authorities to take action before a dog becomes dangerously out of control by issuing a warning notice for low level dog related nuisance. The table below provides the number of people prosecuted under the Dogs (Protection of Livestock) Act 1953 for allowing dogs to worry all types of livestock, including sheep, in the last five years for which figures are available. Prosecutions have been made under the Dangerous Dogs Act 1991 but data is not centrally held on the circumstances of how the dog was dangerously out of control.
Dogs (Protection of Livestock) Act 1953 | 2013 | 2014 | 2015 | 2016 | 2017 | Grand Total |
Prosecuted | 50 | 51 | 47 | 47 | 37 | 232 |

Government has announced that the school sport and activity action plan is expected to be published in spring 2019.
