The Electoral Commission is the independent regulatory body responsible for ensuring that elections and referendums are run effectively and in accordance with the law.
The Commission has civil sanctioning powers that apply to referendums and elections. More serious criminal matters can and are referred to the police, and then considered by a court of law.
The Electoral Commission has recommended that its sanctioning powers be increased and the Government is considering this.

Our deductions policy strikes a fair balance between a claimant’s need to meet their obligations and a claimant’s ability to ensure they can meet their day-to-day needs. From October 2019, deductions will be capped at 30% of a claimant’s standard allowance down from 40% to better achieve this balance.
In the scenario outlined, if a person has no other deductions, the most that would be deducted for a court fine in the following assessment period is £108.35. This is because the maximum deduction for court fines is based on a fixed figure in regulations rather than a percentage. If the £108.35 figure were more than 30% of the claimant’s standard allowance, the deduction would be reduced to 5% of the standard allowance, ensuring the 30% cap was not exceeded. The policy was designed to deduct either the minimum or maximum set out in regulations and avoid inconsistencies that may arise if discretion was to be exercised for each claimant’s deduction.
To ask the Secretary of State for Transport, how much Northern Rail has been fined for cancellations and partial cancellations since the start of the current franchise.
To ask the Secretary of State for Transport, how much Northern Rail has been fined for cancellations and partial cancellations since the start of the current franchise.
The number of cancellations and partial cancellations by Northern is monitored by the Rail North Partnership on behalf of the Department and Transport for the North. In line with the provisions of the Franchise Agreement, each year’s results are used to calculate an annual financial ‘performance sum payment’. Northern is required to reinvest this amount into performance improvement schemes aimed at raising performance for the benefit of passengers. The amount of these payments in each year is commercially confidential.

The terms and conditions of the future contracts for health assessments are still being worked through, but will include financial remedies and will build on what we have learned from previous contracts.

I am sorry to say that arranging meetings is not the job of the Leader the House. I am here to organise debates and to point people in the right direction for getting parliamentary responses—not, I am sorry to say, to be a diary secretary.
