The delivery of Clean Air Zones (CAZ) involves the provision of a central service by Government and local services by local authorities. Work is underway to develop key components of the central system to support charging CAZs for early 2020, including plans to deliver the vehicle compliance checker by December 2019.
We are working closely with both Birmingham and Leeds City Councils, to develop and implement the system in the shortest possible time. Our priority is to introduce a reliable and consistent service as soon as possible and practicable. We are continuing to work with both councils on the detailed timetable for introducing the service, and have provided them with relevant information on the provision of the central service to enable them to proceed to take forward the delivery of the zones.
Birmingham City Council have indicated they expect to start charging non-compliant vehicles entering their charging zone from 1 July 2020. Leeds City Council will make a decision over when they will start to charge non-compliant vehicles entering their CAZ in 2020 in due course. These two councils are the first local authorities to bring in charging CAZs. We are continuing to work with other local authorities preparing to introduce CAZs at a later date in order to ensure they are implemented as quickly as possible. This includes sharing the learning and information available to Leeds and Birmingham, and the central systems built initially for Leeds and Birmingham will be available for all other Local Authorities planning to introduce CAZs.

The Leeds-Manchester line is being developed as part of Northern Powerhouse Rail (NPR). Transport for the North has developed and submitted a business case for NPR to the Government. As announced by the Prime Minister, we are accelerating work with Transport for the North to reach a deal in the Autumn, which will, amongst other things, consider potential specification of the route, timescales for delivery, and costs.

The Department announced in March 2019 that Highways England would work with Transport for the North on a study looking at options for improving road links between the M65 and north and west Yorkshire. The output of this study will inform consideration of the case for future investment.

The Department for Transport and Transport for the North appointed Richard George, Former Head of Transport at the London 2012 Olympic Games, to work with the Industry and Stakeholders to establish underlying performance issues and to make recommendations. The Industry has introduced changes to their timetables and train plans to improve timetable resilience and improve service performance. Since the May 2019 service change date, performance has improved.

The number of pupils by English as a first language in England is published in the annual ‘Schools, pupils and their characteristics’ statistical release, available at: https://www.gov.uk/government/statistics/schools-pupils-and-their-characteristics-january-2018.
Data for each school is available in the underlying data of this release, contained in file ‘Schools_Pupils_and_their_Characteristics _2018_Schools_Pupils_UD’. The figures can be filtered by local authority name e.g. Leeds (column H), school phase e.g. state-funded primary schools (column N). The number of pupils whose first language is known or believed to be other than English is in column GA.
I agree with the hon. Lady that Leeds does need flood protection. I remember visiting with her a few years ago to see the scheme. We have already achieved phase 1 with the £32 million for that, and the Government are putting forward £65 million for phase 2. My understanding is that Leeds City Council is keen to work with us on that, and we are keen to make progress.

Climate change is increasing the risk of flooding, and despite devastating floods in my constituency in 2015, the Government have not yet committed funding for the one-in-200-year scheme that the Chief Secretary knows is needed to protect businesses in Kirkstall in my constituency. The gap now is just £23 million, so will the Government make it a priority in the comprehensive spending review, even if that spending review is just for one year?

Arriva Rail North has a station investment programme and will be spending around £60 million over the length of the franchise to improve the quality of their stations on the network. The work includes LED lighting, improving accessibility, rainwater harvesting and plans for redundant buildings. Under the plan, Bramley will receive new seating, new signage, and LED lighting has already been installed.
