To ask Her Majesty's Government what is the estimated value of motorists' time lost due to the 50mph speed limit in place as part of the works to create a digital M6 motorway.
The impact of delays during construction of the current M6 Junctions 2 to 4 and Junctions 13 to 15 smart motorway schemes was assessed as part of the economic appraisal undertaken prior to the start of construction. This took into account various factors including the impact of the construction programme in full, lane availability and also the effect of limiting traffic speed to 50mph. This assessment gave an estimated value of £80 million for motorist’s journey time lost during construction.
The economic appraisal also forecast that the completed schemes would give a journey time gain of £802 million to motorists.
In July 2018, Highways England announced its intention to test whether 60mph speed limits in roadworks could be used more often. That work is ongoing, and it is anticipated that the benefits will include improved journey times for motorists.

Highways England undertook six months of monitoring between December 2015 and June 2016 between Junction 7 and 9 of the M6. The monitoring locations are presented in the attached document;

Highways England undertook air quality monitoring of that section of the M6 in 2016. All pollution levels close to the motorway were below the legal thresholds. Highways England are therefore not proposing any specific measures there, but are implementing wider measures designed to improve air quality.
More generally, Highways England have been undertaking extensive research into potential air quality solutions for the Strategic Road Network (SRN), and published their air quality strategy in 2017. They have explored a wide range of ideas including different traffic management options and different types of barrier design, and sought to understand the impediments to greater use of electric vans on the network. They are also delivering the commitment in the Road Investment Strategy to ensure that 95% of SRN will have access to a rapid electric charging point every 20 miles by 2020.

This UK has one of the best electric vehicle infrastructure networks in the world. As part of this, Highways England are investing £15m to ensure that there is a rapid chargepoint every 20 miles along 95% of the strategic road network.
Motorway service areas have commercial agreements with chargepoint providers, to which the Government is not a party. The Automated and Electric Vehicles Act gives the Government powers to require the installation of chargepoints at motorway service areas, and to set reliability and maintenance standards for public chargepoints. The Government will continue to monitor market developments and will consider using these powers if the market does not deliver.

There are three smart motorway schemes under construction currently on the M6. These are between Junction 2-4, Junctions 13-15, and Junctions 16-19.
The projected total cost for all three schemes is £752.7 million. The expected completion date for all the work is March 2022.

Highways England encountered unexpected ground conditions whilst in the process of installing the environmental barrier adjacent to Oak Tree Lane, Cranage which made the proposed barrier foundation inappropriate. Highways England is in the process of redesigning the installation detail and will recommence construction of the foundations once the redesign has been completed and approved. Work is expected to recommence in this area during July.

The Department plans to publish an investment plan for the second road investment strategy in 2019.

£4.1m was invested to improve this junction in 2015, and the M6 through it will be upgraded at this point to smart motorway standard under the current road investment strategy. Highways England’s London to Scotland West route strategy identified this junction as a “potential future pinch point where congestion could inhibit future economic growth” and Highways England will revisit this assessment when it next reviews its route strategies.

Her Majesty’s Government has no plans to introduce additional slip roads at Junction 31A of the M6. North facing slip roads here would introduce additional lane changing manoeuvres by vehicles on the short busy length of the M6 between Junctions 31A and 32. This represents an unacceptable risk to the road safety performance of the motorway.

Highways England undertook an air quality monitoring survey for six months between February and July 2015 on this section of the M6 for Nitrogen Dioxide. This survey has been utilised as part of the assessment of the M6 Junction 10 improvement scheme promoted by both Highways England and Walsall Council.
An Environmental Statement which was undertaken for the improvement scheme involved undertaking air quality modelling to predict the impact of the Scheme on air quality. The full assessment can be viewed on Walsall Councils planning website (https://go.walsall.gov.uk/planningm6j10).
Walsall have developed an air quality action plan as part of its duties to improve air quality; the M6 between junctions 9 and 10a is within Walsall Council’s Air Quality Management Area (AQMA).
Highways England will support local authorities as they explore options for their local air quality plans.
