The Government recognises the opportunity for cargo bikes to improve air quality and reduce congestion in urban areas. As part of its Last Mile Delivery Review call for evidence in 2018, the Department consulted stakeholders, including European cargo bike groups, to understand how best to support the development of the electric cargo bike sector in England, and in April 2019 it launched a £2 million e-cargo bike grant programme to support their uptake.

As envisaged by UN Security Council Resolution 2166, HMG and UK law enforcement officials are in close contact with their Dutch counterparts and the Joint Investigation Team (JIT) into the shooting down of flight MH17.
The execution of any individual warrants is a matter for the UK's independent police services.
On 19 June the MH17 JIT and the Dutch National Prosecutor announced they were charging four suspects with the murder of 298 people and causing the crash of a Malaysian Airlines flight over eastern Ukraine. In his statement that day, the Foreign Secretary, called on Russia to cooperate fully in the investigation. This would include assisting with the arrest of the suspects, facilitating their questioning by Dutch investigators and the JIT, facilitating their presence at trial, and if necessary, enforcing any sentences.

The Netherlands is one of the UK's closest defence and security partners and NATO Ally, a relationship which we are enhancing further under the 2017 Joint Vision Statement and annual Action Plan that underpins it, and through the UK-led Joint Expeditionary Force and the Northern Group.

Modified access rules are not required for the gas interconnector. The Political Declaration on the future relationship sets out the parameters for the UK and EU’s future discussions on electricity and gas.

To ask Her Majesty's Government what arrangements they are making for UK citizens to be able to open businesses in the Netherlands after the UK has left the European Union; and what advice, if any, they provide to those who wish to do so.
The UK and EU negotiating teams have reached agreement that common rules will remain in place during an implementation period that will start on 29 March 2019 and last until 31 December 2020. During this implementation period UK citizens will be able to open businesses in the Netherlands as they do now. As stated in the Prime Minister’s speech before the House of Commons on 15 November, the intention is for the UK and EU to secure a deal to ensure a close ongoing relationship on services and investment after the implementation period. The Government has published advice on a “no deal” scenario through a number of technical notices, which citizens may wish to refer to.

We welcomed the King's remarks, particularly that Brexit does not mean goodbye, but merely a new start in the close, historic relationship between the UK and the Netherlands. That is a view we share.
Safeguarding citizens’ rights is our first priority for negotiations. The draft Withdrawal Agreement will provide certainty about the rights of UK nationals in the EU and EU citizens in the UK going forward. We are implementing this agreement through the EU Settlement Scheme and are working with Member States, including the Netherlands, to understand how they will do the same.

There have been no discussions with EU officials on electric shock fishing methods which are illegal in the UK. Discussions on the use of electric pulse beam trawls in the southern North Sea have been ongoing. These have occurred as EU institutions consider the derogation which has allowed 5% of each Member State’s beam trawl fleet to fish using pulse technology in EU waters, for the last ten years. The EU Agriculture and Fisheries Council negotiating position agreed in February this year was to maintain the current derogation, although the UK advocated its suspension pending further scientific evidence.
During consideration of the latest available science on pulse fishing at the June meeting of the EU Agriculture and Fisheries Council, I emphasised a particular UK interest in this issue and signposted original research being carried out by our own scientists on this technology which is due to report in 2019.

The Ministry of Defence (MOD) has no plans to provide funding for the 2019 military adaptive sporting event for Service personnel and veterans or the 2020 Invictus Games. Both events will be delivered by a three-way partnership between the Royal British Legion, Help for Heroes and the MOD. The partners recognise the impact on Invictus of the cessation of LIBOR money and have decided, therefore, to increase efforts to generate improved levels of sponsorship and donations. To facilitate this effort, the MOD has recently appointed a senior (one star) military officer to support the Partnership Board. This is in addition to the manpower which MOD already provides in support of the partnership.

The UK has offered its full support to the work of the Joint Investigation Team to investigate the downing of Malaysian Airlines Flight MH17. We will continue to cooperate with the Netherlands and Australia in their efforts to deliver justice for the victims of this tragedy, and are fully supportive of their request for Russia to accept state responsibility for its role in the crash.
