Earlier this year, the Department for Transport completed a comprehensive review of pavement parking in England looking at the extent of the problem, the effectiveness of the current legislation and options for change. This review concluded shortly before the announcement of the Transport Select Committee’s inquiry into pavement parking in April 2019.
The Department for Transport is considering the conclusions of the Transport Select Committee’s inquiry, alongside the findings of its own review, before deciding upon any course of action to tackle the problem of pavement parking.

The government is committed to developing and implementing the Code of Practice as soon as possible. The Act requires that the Code be developed in consultation with stakeholders. In this spirit, the government is keen not to pre-empt the stakeholder engagement process, which will determine the content of the Code. We are currently considering the options for the delivery of the Code, as well as the format for engaging stakeholders, and will make an announcement in due course. We are also committed to carrying out a public consultation on the draft Code of Practice, allowing all interested parties to directly respond to the proposals, as well as a Public Sector Equality Duty assessment.

The Department have published the NHS Car Parking Principles which clearly state that concessions should be offered to groups who most need help, such as disabled people including those with blue badges and temporary disabilities.

To ask the Secretary of State for Housing, Communities and Local Government, whether he plans to strengthen local authorities' powers to regulate private car parks.
Local authorities do not currently have powers to regulate private parking. The private parking industry is self-regulating, though the Government has some concerns about the current system and is taking action to improve the situation for motorists. The Parking (Code of Practice) Act 2019 will introduce a new independent code of practice and a single appeals service. We are currently considering options for implementing the Act and will make an announcement in due course.
