My Lords, I also think this will be a relatively short debate. I have a couple of questions for the Minister. As we have heard, these changes are to local government areas in three parts of the country. The Minister made a point about charter trustees and talked about areas...

My Lords, I thank the noble Lords, Lord Stunell and Lord Kennedy, for their helpful contributions. I very much agree about the importance of these statutory instruments on two grounds. As the noble Lord, Lord Stunell, said, it is rather marvellous to debate something that has no Brexit implications at...

I have met many sheriffs of Nottingham in my time, as I used to work in the east Midlands. What is interesting is that the sheriff is a member of its council in Nottingham. The position is very famous, so everybody wants to meet the sheriff, but in civic terms...

I thank the noble Lord very much for that intervention. I hope people do not hiss when the sheriff walks into the room, because I am sure they are very different from the sheriff of Nottingham we all remember from legend.

To ask the Secretary of State for Business, Energy and Industrial Strategy, what assessment he has made of the environmental effect of oil exploration operations in Poole Bay.
To ask the Secretary of State for Business, Energy and Industrial Strategy, what assessment he has made of the environmental effect of oil exploration operations in Poole Bay.
Corallian Energy Limited submitted an Environment Statement to BEIS’s OPRED team to support an application to drill an offshore appraisal well in Poole Bay. The Environmental Statement, the comments received from statutory consultees and the representations made in response to the public notice were reviewed by the Department and it was concluded that the proposals would not have a significant adverse impact on the receiving environment or the living resources it supports, or on any protected habitats or species or other users of the sea. The decision can be found under Corallian Energy Limited at: https://www.gov.uk/guidance/oil-and-gas-environmental-statements-reviewed
BEIS is extremely aware of the sensitivity of this stretch of the UK coastline, and the area in the immediate vicinity of the drilling location. This was therefore given detailed consideration during the review of the proposals, and appropriate mitigation was included to minimise as far as possible the risk of an accidental spill.
Officials in OPRED’s Offshore Environmental Inspectorate have visited the rig undertaking the drilling operations in Poole Bay and are content that operations are being undertaken in a responsible manner and in compliance with regulatory requirements.

To ask the Secretary of State for Education, how many care leavers there are aged 19-21 years in the Poole Council area.
The latest national information on the number of care leavers aged 19 to 21 and the percentage in touch with their local authority can be found in table F1 of the statistical release ‘Children looked after in England including adoption: 2017 to 2018’: https://www.gov.uk/government/statistics/children-looked-after-in-england-including-adoption-2017-to-2018. These figures are also disaggregated at local authority level for 2018 in the underlying data tables that accompany this statistical release.
The department does not hold data on care leavers below local authority level.
The department does not hold information centrally on the number and proportion of care leavers who have specifically had contact with a personal advisor within a local authority.
Paragraph 4.38 of the Children Act (1989) volume 3 statutory guidance provides further information on how the duty on local authorities to keep in touch with care leavers should be implemented. A copy of the guidance is available at: https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/397649/CA1989_Transitions_guidance.pdf.
To ask the Secretary of State for Business, Energy and Industrial Strategy, what assessment he has made of the potential effect on wildlife of extending the Corallian ENSCO-72 oil rig drilling period in Poole bay.
To ask the Secretary of State for Business, Energy and Industrial Strategy, what assessment he has made of the potential effect on wildlife of extending the Corallian ENSCO-72 oil rig drilling period in Poole bay.
Extensions to the Colter appraisal well environmental approvals were requested because of weather delays during drilling operations at the rig’s previous location and during the tow to the Poole Bay site.
The relevant environmental consultees, Natural England, the Marine Management Organisation and the Environment Agency, were consulted in relation to the proposed extensions. The Offshore Petroleum Regulator for Environment and Decommissioning (OPRED), is content that there are no sustainable objections to the proposals and that the extensions would not result in any significant environmental impact.
To ask the Secretary of State for Education, whether his Department has undertaken any recent research into the number of pupils eligible but not registered for free school meals in Poole.
To ask the Secretary of State for Education, whether his Department has undertaken any recent research into the number of pupils eligible but not registered for free school meals in Poole.
The latest research published on the number of pupils not claiming free school meals was published in December 2013 and shows the under-registration rate of pupils entitled to free school meals (FSM) is 11%. The full report is available here:
In Dorset and Poole, the under-registration rates reported at 2013 are in the attached table.
Schools automatically receive Pupil Premium funding for each pupil registered as eligible for free school meals in the school census and for any pupil eligible for free school meals at any point in the last 6 years. This year 1.99 million pupils, 27% of all pupils, aged 5-16 are eligible to receive Pupil Premium funding.
We do not publish statistics on the take up of Pupil Premium.
The department wants to make sure that as many eligible pupils as possible are claiming free school meals, and to make it as simple as possible for schools and local authorities to determine eligibility. To support this we provide:
- The Eligibility Checking Service to make the checking process as quick and simple as possible for schools and local authorities.
- A model registration form for paper-based applications.
- Guidance to Jobcentre Plus advisors and work coaches so they can make Universal Credit claimants aware that they might be entitled to free school meals.
We know that many schools and local authorities have established very effective ways to encourage all eligible families to register for free school meals.

To ask the Secretary of State for Transport, what recent assessment he has made of the effect of the UK leaving the EU on ferry services from (a) Poole and (b) Portsmouth to the Channel Islands.
To ask the Secretary of State for Transport, what recent assessment he has made of the effect of the UK leaving the EU on ferry services from (a) Poole and (b) Portsmouth to the Channel Islands.
DfT, Border Delivery Group and Border Force have been working with ports and airports across the United Kingdom to ensure a joint understanding of the possible impacts of EU exit under a range of scenarios.
Meetings have been held with both with Poole and Portsmouth to discuss the range of possible impacts. Further work is underway with Portsmouth to understand any possible local traffic implications that could affect ferry services. While work is ongoing, we do not currently expect services from Poole to the Channel Islands to be affected at all, nor any significant adverse effect on those from Portsmouth to the Channel Islands.

The Southern Inshore Fisheries Conservation Authority is undertaking a review of net fishing arrangements for the harbour and estuarine areas of Dorset, Hampshire and the Isle of Wight, including Christchurch and Poole harbours. A public consultation is underway which will close on 7th December. Responses will be analysed ahead of the development of any net management arrangements for the district.
