To ask the Secretary of State for Work and Pensions, what assessment she has made of the effect of delays in the payment of universal credit benefits on (a) food bank use and (b) child poverty levels in Preston.
To ask the Secretary of State for Work and Pensions, what assessment she has made of the effect of delays in the payment of universal credit benefits on (a) food bank use and (b) child poverty levels in Preston.
Under the legacy system £2.4 billion of benefits did not get paid at all because claimants could not navigate the complexity of the system. Universal Credit puts this right, ensuring this money goes to 700,000 claimants who need it.
There are many and varied reasons why people use food banks and it is misleading to link this to any single cause. People on Universal Credit move into work faster and stay in work longer. Work offers families the best opportunity to move out of poverty and Universal Credit strengthens incentives for parents to move into and progress in work. There are 300,000 fewer children in absolute poverty compared with 2010 – a record low.

Funding for schools is given to local authorities through the Dedicated Schools Grant (DSG), and local authorities in turn, distribute this money to schools in their area through their own local formulae. Prior to 2013-14, DSG allocations were not split into distinct blocks for schools, high needs and early years, and comparable data is not available.
Since 2018-19, schools block allocations have been calculated through the national funding formula (NFF), based on individual schools’ characteristics. The attached table outlines notional NFF allocations for schools in Preston in 2018-19 and 2019-20.
To provide stability for schools, local authorities will continue to be responsible for designing the distribution of funding in their areas in 2018-19 through to 2020-21. Because of this, the actual amount that schools receive may be different from the amount they are attracting through the national funding formula. Local authorities set their local formula in consultation with local schools.

All the emergency energy efficiency retrofit work required in the original 62 properties identified was completed in Summer 2018. All retrofit work was carried out in accordance with building regulations, including the fire safety and ventilation requirements.
Analysis has been undertaken on the basis of the work on the first properties to estimate the extent of work that might be needed on the other properties. Discussions between Ofgem, BEIS and energy suppliers continue regarding securing funding for further work.

The most recent national crime figures are published by the Office for National Statistic in ‘Crime in England and Wales: year ending March 2018Overall, violence recorded by police forces in England and Wales increased by 19% in the year ending March 2018, and recorded sexual offences increased by 24% over the same period. The independent Office for National Statistics (ONS) has said that this increase is largely due to improvements in crime recording by police forces, and the increased willingness of victims to report such crimes to the police. The ONS has also noted that there have been genuine rises in some low-volume, high-harm categories of violence, notably knife crime, gun crime and homicide. Our Serious Violence Strategy, published on 9 April, puts greater focus on steering young people away from a life of crime, while continuing to promote a strong law enforcement response.

We are aware of around 300 remaining properties in the Fishwick area who received support under the Community Energy Saving Programme. That programme imposed obligations on large electricity generators and energy suppliers to promote insulation measures, and it came to an end in 2012. Under the scheme, solid wall measures were required to have a guarantee in place, but since those related to the product rather than the workmanship we understand they do not provide a remedy in these cases.
The Department continues to monitor any progress being made, and will look at where we can appropriately support facilitation of works to rectify the issues.
However, action to assess and remedy problems with the properties concerned is ultimately a matter for the parties involved in delivery of the works. I understand that there are ongoing discussions between the parties involved to explore what support may be available for further work across these properties.

The Department has been in contact with all local authorities in England about high rise residential buildings and cladding as part of its Building Safety Programme. Information being collected through this exercise is set out in monthly data releases which are published at https://www.gov.uk/guidance/building-safety-programme#data-on-the-building-safety-progamme. The issue of mould was raised at an earlier time with the Department and general advice on Building Regulations would have been provided.
