That this House notes that currently eight per cent of the budget for the Welsh-language channel S4C comes from the licence fee, but that from 2023 the broadcaster will be dependent on the licence fee settlement; further notes that the BBC has an important public service remit, and that S4C plays a very important role in the culture and media landscape in Wales; is therefore seriously concerned about the effect of declining real-terms funding in licence fee revenue, along with the transfer of additional costs to the BBC, which already amounts to a reduction of approximately 20 per cent in resources spent on services to licence fee payers since the start of the decade; believes that given this situation the BBC cannot now afford to pay the £745 million it would cost to maintain free TV licences for the over-75s by 2021/22 without this having a significantly detrimental impact on the range and equality of services; agrees with the National Union of Journalists and the Federation of Entertainment Unions that the BBC should rule out subsiding television licences for the over-75s; and believes that the Government should provide the necessary funding for this concession from general taxation instead.

As part of our commitment to supporting the future of Welsh language broadcasting, the government announced in March 2018 that we will maintain S4C’s Exchequer funding at the current level of £6.762 million for 2018/19 and 2019/20. This is in addition to S4C’s funding from the licence fee which is guaranteed at £74.5 million until 2021/22.

The day before a recess, I am reliably informed, is known as “take the trash out day” in Government circles. Before this year’s Easter recess, the Department for Culture, Media and Sport published its long-awaited review of the future of S4C. I am sure that the British Government would want...

Let me first reassure the hon. Gentleman that the reason there is often a flurry of activity on the day before recesses is that, far from its being “take the trash out day”, the purpose is to ensure that the House is still sitting when important announcements are made so...

We seem to have been waiting for the S4C statement, published today, longer than “Pobol y Cwm” has been on air, and there are still questions to be answered. May we have a Government statement that sets out a clear commitment to protect S4C’s budget, to allow it to maintain...

The independent review will ensure that S4C continues to produce first-class content and serves Welsh-speaking audiences across the UK. The additional funding announced today will give S4C the certainty that it needs for the next two years to deliver its much-needed reforms.

As the Minister knows, S4C is the only Welsh-language broadcaster in Wales. People will have been alarmed today to see the headline, “S4C set to lose UK government funding by 2022”. I am sure that people will lobby the Prime Minister when she is in Wales today, because there will...

Since 2010, the Government have provided S4C with nearly £700 million of public funding. We remain committed to this very important Welsh-language channel, and the independent review will ensure that S4C continues to produce first-class content and to serve Welsh-speaking audiences right across the UK.

I certainly share the hon. Gentleman’s enthusiasm and support for the Welsh broadcasting service. He may well wish to seek an Adjournment debate so that he can take up his specific concerns directly with Ministers.

We still await the Government’s response to the independent review of S4C that was launched last year. In recent years, the channel’s budget has suffered successive real-terms cuts. What is more, the Wales-specific content broadcast in the English language on other channels has also decreased. May we have an urgent...

S4C is publicly funded through a combination of licence fee and Exchequer funding. Licence fee funding for S4C is guaranteed at £74.5 million until 2021/22 and Exchequer funding is set until the end of the current spending review period in 2019/20. As with all government funding, we keep S4C funding under review.
