This Government has made clear on many occasions that we will never be neutral in expressing our support for the Union. Our steadfast belief is that Northern Ireland’s future is best served within a stronger United Kingdom. As part of the Union, Northern Ireland benefits from being part of the world’s fifth largest economy that allows for the pooling of risks and the sharing of resources to fund public spending, such as on defence, education and our National Health Service.

The UK welcomes steps to build confidence between the authorities in Mogadishu and Hargeisa, and is ready to support any well-founded dialogue process. UK policy remains that it is for Somalia and Somaliland to agree any new arrangements, and for neighbours in the region to take the lead in recognising them. UK officials joined a number of international partners and representatives from Mogadishu and Hargeisa at a recent informal meeting organised by the Centre for Humanitarian Dialogue in Nairobi in June, which was aimed at encouraging progress.

A decision to cancel Her Majesty The Queen's Birthday Party was taken at Ministerial level.

We have made a long-standing commitment to cede sovereignty of the territory to Mauritius when it is no longer required for defence purposes. We stand by that commitment.

It is disappointing that Mauritius’ claim that the British Indian Ocean Territory (BIOT) is part of Mauritius, which we strongly refute, should have been referred to the International Court of Justice (ICJ) by the UN General Assembly. It is an accepted international principle that States should not be compelled to have their bilateral disputes adjudicated upon by the ICJ without their consent. Circumventing this principle sets a dangerous precedent. BIOT has been under continuous British sovereignty since 1814. No international court or tribunal has ever found UK sovereignty to be in doubt. Mauritius agreed to the detachment of the islands in 1965, in return for certain benefits including a UK commitment, which we stand by, to cede sovereignty of the territory to Mauritius when it is no longer required for defence purposes. Mauritius affirmed that agreement numerous times following independence, and in March 2015 a United Nations Convention on the Law of the Sea (UNCLOS) Arbitral Tribunal ruled the agreement to be internationally binding.

That this House notes the strong historical ties between Somaliland and the UK; congratulates the people of Somaliland on the 59th Anniversary of Somaliland’s independence as a British protectorate; recognises the 1991 declaration of independence from Somalia; applauds the cities and boroughs across the UK including Cardiff, Sheffield, Tower Hamlets and Birmingham that recognise Somaliland as independent; believes that the common interests of the UK and Somaliland in the region will be advanced by continued close cooperation; welcomes the strong cooperation between the UK Government and Somaliland through development aid, help in sustaining democratic institutions and promoting trade and business relationships in Somaliland; encourages the Government to urge the Somalian Government to refrain from politicising humanitarian and economic development; recognises the importance of the historic visit of the All Party Parliamentary Group on Somaliland to Hargeisa in 2018 in building positive relations; and calls on the UK Government to formally recognise Somaliland as an independent state and to take steps to encourage dialogue with other international partners, the Government of Somalia and the African Union to help bring about a peaceful and lasting settlement in the region based on the self-determination of the people of Somaliland.
