To ask the Secretary of State for Education, what assessment has he made of the financial effect on low-income families of the cost of a school uniform.
It is for the governing body of a school (or in the case of academies, the academy trust) to decide whether there should be a school uniform, what it will be and how it should be sourced. To support them to do this the department issues best practice guidance which can be found here: https://www.gov.uk/government/publications/school-uniform.
This makes clear that we expect schools to ensure uniform costs are reasonable. Our guidance clearly states that uniform items should be easily available for parents to purchase and schools should keep compulsory branded items to a minimum. It also states that schools should avoid single-supplier contracts, but where schools do choose to enter into such contracts, they should be subject to a regular competitive tendering process.
No school uniform should be so expensive as to leave pupils or their families feeling unable to apply to a school and this Government has announced its plan to put the current guidance on a statutory footing at the earliest opportunity.

Decisions about school uniform are made at school level by headteachers and governing bodies. In formulating a uniform policy, a school must consider its obligations not to discriminate unlawfully. I would be very happy to meet my hon. Friend to discuss her work to try to resolve the issue locally.

To ask the Secretary of State for Education, what discussions his Department has had on publishing guidance on safe temperature in schools and replacing school uniform policy in hot weather.
The Health and Safety at Work Act 1974 requires employers to ensure the health, safety and welfare of their staff and others present in the workplace (including schools) meaning they should seek to protect against excessive working temperatures.
Similarly, Regulation 7 of the Workplace (Health, Safety and Welfare) Regulations 1992 requires employers to ensure that temperatures in workplaces should be reasonable.
The Department published updated guidance for new school buildings in 2018 that covers indoor temperatures and measures to reduce overheating. This can be accessed here: https://www.gov.uk/government/consultations/ventilation-thermal-comfort-and-indoor-air-quality-in-schools. The Department is also working with wider industry to develop good practice in response to climate change to ensure we have a sustainable school estate.
Guidance for schools during a heat wave is widely available for both indoor and outdoor activities including practical advice that includes relaxation of uniform policy. It is for the governing body of a school, or in the case of academies, the academy trust, to decide rules relating to appearance including whether there should be a school uniform, what it will be and how it should be sourced.
No school uniform should be so expensive as to leave pupils or their families feeling unable to apply to, or attend, a school of their choice. The Department’s best-practice guidance advises schools that they should give the highest priority to cost considerations and achieving value for money for parents.

The Department intend to put the school uniform guidance on a statutory footing when a suitable legislative opportunity arises. No education bill was announced in the most recent Queen’s speech, which set out the proposed legislative programme for this session of Parliament.

The Government wants children to be able to attend a school of their parents’ choice wherever possible. No school uniform should leave pupils or their families feeling unable to apply to, or attend, a school of their choice.
The Department publishes guidance to help schools understand how the Equality Act affects them and how to fulfil their duties under the Act. This includes a duty on schools not to discriminate unlawfully due to the protected characteristics of sex and gender reassignment. As part of the government’s LGBT Action Plan, the Department has committed to updating this guidance and this will be published in due course. The LGBT Action Plan also contains a commitment that Government Equalities Office will work with the Equality and Human Rights Commission to publish comprehensive guidance for schools on how to support transgender pupils. The Department already publishes guidance for schools on setting school uniform policies. The guidance sets out that a school should ensure that its school uniform policy is fair and reasonable for all its students and that policies should be flexible enough to accommodate the different needs of pupils.
In making decisions about its school uniform policy, and all other school policies, a school must have regard to its obligations under the Human Rights Act 1998, the Equality Act 2010 and the Public Sector Equality Duty. To ask the Secretary of State for Education, what assessment his Department has made of the availability of school uniform grants in each local authority in England.
The information requested is not held centrally as the Department does not collect figures on the number of local authorities that offer uniform grants. In England, some local authorities provide discretionary grants to help with buying school uniforms. Local authorities that offer these grants set their own criteria for eligibility.
Schools may also offer individual clothing schemes, such as offering second-hand uniform at reduced prices. This would be a decision for the school to make.

No school uniform should be so expensive as to leave pupils or their families feeling unable to apply to, or attend, a school of their choice, due to the cost of the uniform.
