This Government is committed to ensuring consumers know and can exercise their rights and that there is an effective system to enforce them when things go wrong. Protecting public safety is a priority for this government and stringent legislation is in place which requires manufacturers to place only safe products on the market. The Office for Product Safety and Standards was set up in January 2018 to provide leadership on product safety issues.

To ask the Secretary of State for Business, Energy and Industrial Strategy, what the cost to the public purse has been of all departmental and non-departmental public body spending on (a) consumer protection, (b) product safety and (c) consumer enforcement to prepare for the UK leaving the EU.
BEIS has allocated a total of £4.7m to Citizens Advice (including proportionate provision for Citizens Advice Scotland) to review and update advice provided across the advice spectrum, including consumer, to assist with EU exit. We have also allocated £0.4m to the Chartered Trading Standards Institute to update advice for businesses on consumer rights and training for Trading Standards Officers.
On product safety, BEIS has spent a total of £3.1m in 2017/18 and 2018/19 to enable the Office for Product Safety and Standards (OPSS) to prepare for EU exit.

Advertising in the UK is regulated by the Advertising Standards Authority (ASA), which enforces the Advertising Codes through a system of self-regulation and co-regulation with Ofcom. This regulatory system is independent of government and is ultimately responsible for setting the standards in advertising.
The Advertising Codes incorporate all relevant legislation and set standards for accuracy and honesty to which advertisers must adhere, including specific conditions on advertising to children, causing offence and social responsibility. The Codes are regularly reviewed and updated by the industry to ensure they remain effective, and proposed changes to the Codes are routinely subject to public consultation.
UK broadcasters are required by a condition of their broadcast licences to enforce ASA rulings, and any who refuse to comply with these rulings risk being referred to Ofcom, which can impose fines and even withdraw broadcast licences. In non-broadcast media, the ASA has a range of sanctions it can take in cases of non-compliance, and as a last resort can refer advertisers to Trading Standards, where there has been a breach of consumer law.
That said, we recognise that online advertising presents a number of unique challenges, which is why we announced a review earlier this year, which will consider this system in the round.

The Government is committed to ensuring that only safe products are sold to UK consumers, particularly for vulnerable consumers including children. There are stringent requirements for manufacturers to ensure products placed on the market are safe. The Office for Product Safety and Standards (OPSS) has been established to provide leadership of the consumer product safety system and is undertaking a programme of work on the safety of products sold online.
The Online Harms White Paper states that the scope of the regulatory framework and duty of care "will include companies from a range of sectors, including social media companies, public discussion forums and retailers that allow users to review products online". It also includes the sale of illegal goods and services on the open internet as a proposed area in scope of regulatory activity.
We are currently analysing all responses to the White Paper's public consultation, and considering the issues raised. The Government will publish its response to the consultation in the coming months, following that, we will publish draft legislation for pre-legislative scrutiny.
