To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what progress has been made on negotiating a new international agreement restricting Iran's (a) nuclear programme, (b) ballistic missile programme and (c) financial support for terror groups.
The UK is committed to finding a diplomatic way forward that brings the US back into the Joint Comprehensive Plan of Action (JCPoA), returns Iran to compliance with its commitments, and restores the benefits of the deal. Our diplomats are working hard to negotiate a solution and we welcome the constructive discussions in Vienna so far. But we have always been clear that any sustainable solution will need to address a range of issues, in particular Iran's nuclear programme but also regional security concerns, including Iran's ballistic missile programme and destabilising activity throughout the region. This includes political, financial and military support to a number of militant and proscribed groups. We are committed to engaging regional partners in any future negotiations on regional security.

The UK is deeply concerned by the launches last month of two short range ballistic missiles by North Korea which were in violation of UN Security Council resolutions and a threat to regional peace and security. I made clear our deep concern in a statement that day and called on North Korea to refrain from further provocations. The UK has regular conversations with the US Administration about the threat posed by North Korea. We work with the US and other partners in the UN Security Council to address North Korea's illicit missile launches and to uphold the rules-based international system. As set out in the Integrated Review, we will remain the most engaged non-regional partner on denuclearisation by North Korea and on sanctions enforcement.

The UK is deeply concerned by the launch on 25 March of two short range ballistic missiles by North Korea in violation of UN Security Council resolutions. The Minister for Asia made clear our deep concern in a statement that day and called on North Korea to refrain from further provocations and to engage in meaningful negotiations with the United States. The UK joined other members of the UN Security Council in requesting that the Council address North Korea's latest actions at its meeting on 30 March. We remain committed to securing peace on the Korean peninsula, working closely with allies and partners in upholding the rules-based international system and securing an end to North Korea's illegal activities.

The Ministry of Defence continues to track the threat from nuclear and advanced novel weapons systems held by potential adversaries. Our estimates of our adversaries' nuclear warhead stockpiles remains classified. We judge that Russian strategic and intermediate nuclear capabilities continue to grow, both in terms of warheads and delivery systems. Figures declared by Russia under the New START Treaty do not provide an accurate picture of the growth in the nuclear threat that Russia presents. China does not declare its nuclear warhead numbers but is currently undertaking a significant modernisation programme with an expansion of its nuclear arsenal and development of a nuclear triad. Both countries are also investing heavily in novel weapons systems.
