Export licences are the responsibility of the Export Control Joint Unit (ECJU) in the Department for International Trade. All these licences for military goods to Ethiopia granted to commercial end users for use in the mining and agricultural industries. At the time these licences were issued ECJU were content that they were being exported for the indicated end use and would not be diverted for military use in an armed conflict. ECJU conducts rigorous risk assessments before a licence is issued to consider whether goods might be used in a way which is inconsistent with the Consolidated Criteria, as well as exercising powers to revoke or suspend extant licences when circumstances dictate. This assessment looks at the information picture in the round, taking into account information from a range of sources.

For 2018, some 1.4 million end-of-life vehicles passed through authorised treatment facilities (ATFs). It is estimated that around 10,000 tonnes of glass were recycled. Processing of this glass occurred further down the treatment chain after initial depollution of vehicles at ATFs.

The Department for Transport does not hold information about the number of vehicles fitted with industrial refrigeration units that are registered in the UK as this information is not required for the vehicle registration process.

The British Army's UK fleet consists of 559 Enhanced Pallet Load System (EPLS) vehicles, all originally manufactured in Austria with the majority acquired between 2008 and 2013.

In November 2018 work began to upgrade 382 of the EPLS 15-tonne Support Vehicle platforms. The conversions took place in Manchester, with all upgraded vehicles now in service.

This Government is concerned by the recent conflict in the Tigray region of Ethiopia and from the start has called for de-escalation and a long-term political solution.

The Ministry of Defence does not have a contract to sell vehicles to the Government of Ethiopia. We are not aware of any UK Defence-related sales or gifts of military support vehicles to Ethiopia.

The Government has recently consulted on proposals to increase the eligibility criteria for Debt Relief Orders to help more people deal with their financial difficulties and to provide a fresh start. The consultation includes proposals to increase the total amount of debt allowable in a Debt Relief Order but does not include proposals for any increase in the monetary limit for motor vehicles or the exclusion of mobility scooters. Following the closure of the consultation on 26 February 2021, the Government is reviewing the responses.

The Department of Transport works closely with local authorities to improve the consistency of local enforcement to tackle fraud and misuse of the Blue Badge Scheme, including the use of powers to tackle abuse provided in the Disabled Persons Parking Badges Act 2013, such as the power to retain and cancel badges found to be stolen.

The Speaker’s State Coach is currently on loan to the National Trust for display at their Carriage Museum at Arlington Court in Devon. The current loan contract is being renewed for two additional years to allow full consideration to be given to the future of the coach.

The Driver and Vehicle Standards Agency consults with driving test customers on a regular basis regarding the suitability of vehicles for a practical Cat H test; most cases are from the farming industry - tracked crawlers being the preferred vehicle.

There have been no statutory changes in the last 5 years to the requirements regarding vehicles and locations. The Driver and Vehicle Standards Agency meets regularly with the Ministry of Defence (MoD) to discuss a range of matters, including the requirements for its defence contractors. The MoD is closely involved in an on-going review of the suitability of armoured vehicles for category H driving tests.

All vehicles over 3.5t employed on deliveries of construction equipment or materials, or moving quantities of spoil on public roads are required to display an A4 size identifier, stating ‘HS2’ inside the cab windscreen in a position that does not obscure the driver’s visibility. The requirement applies when the vehicle is on HS2 business.

The requirement to display identification is monitored by the contractors and by HS2 Ltd’s dedicated compliance team, and all reasonable steps are therefore taken to ensure compliance with the requirement.

In exceptional circumstances, HS2 Ltd can apply a derogation to this requirement, for example, when lorries and drivers are being specifically targeted by non-peaceful protesters.

The Government monitors the national average retail prices of fuels. These are published at: www.gov.uk/government/statistical-data-sets/oil-and-petroleum-products-weekly-statistics.

BEIS analysis shows that changes in the global price of crude oil is the primary driver of movements in the national average retail prices of fuels such as petrol and diesel. Other factors include currency exchange rates and the balance of supply and demand for these fuels in the wholesale petroleum products markets. Changes in the price of crude oil feed through to retail prices over the course of about 6 weeks. Since March, retail prices have broadly moved in line with movements in crude oil and wholesale product prices – falling initially as crude oil prices fell and then rising as oil prices recovered through June and July.

The UK has some of the lowest pre-tax prices in Europe for both petrol and diesel, and our evidence suggests that the UK road fuels sector as a whole is competitive and ensures that consumers get a fair deal.

The Government believe that a competitive market is the best way to keep prices low. Retail fuel markets are subject to UK competition law under the Competition and Markets Authority.

The Army continues to rationalise its legacy vehicle fleets, work commenced in 2017 under the Land Environment Fleet Optimisation Plan. This work has already removed 2,831 vehicles from service and disposed of a number of legacy vehicle fleets. The next strand of this work seeks to remove several further legacy vehicle types from service, including the disposal of the Mastiff, Ridgeback and Wolfhound fleets.

What steps he is taking to increase the use of hydrogen vehicles.

I entirely agree with my hon. Friend’s comments. We are totally well placed to be a leader in clean hydrogen and fuel cell technology, and that is down to our high-quality engineering and manufacturing capability. This Government, I as a Minister and the

whole Department are working at pace to develop our green recovery plan, and hydrogen will form a key part of that.
